Present at the "one-stop" department of Kim Thanh district on a Thursday afternoon at the end of February 2024, we saw that most citizens when coming to resolve administrative procedures did not have to receive an appointment letter but only waited a few minutes to receive the results.
Holding the results of the procedure for certifying the original documents in her hand, Ms. Hoang Thi Thu Huong in Kim Lien commune said that she did not come to do the administrative procedures until after 4 pm. According to regulations, if the application is received after 3 pm, citizens must wait until the next day to receive the results. But less than 30 minutes later, she was very satisfied when she received the results.
Similarly, at the reception and administrative procedure settlement counter of the district's Finance and Planning Department, although there were quite a few organizations and citizens waiting for their turn to settle administrative procedures, the officers and civil servants here were still very friendly, guiding people through the procedures. Mr. Nguyen Dinh Dung in Phu Thai town needed to register a business household. Immediately after receiving and checking the documents, the officers of the Kim Thanh District Finance and Planning Department informed Mr. Dung that his documents were valid and instructed him to wait a few minutes to receive the results. "As soon as I requested to have my administrative procedures settled, I was enthusiastically supported by the officers and civil servants here. Instead of having to wait 3 days as prescribed to get the results, I only waited about 20 minutes to receive the results. The settlement of administrative procedures was very quick and smooth, saving me from having to go back and forth many times," said Mr. Dung.
For the satisfaction of the people
In order to facilitate and provide maximum support for administrative procedure settlement for organizations and individuals, at the end of August 2023, Kim Thanh district simultaneously applied the "No Appointment Thursday" model at the "one-stop" department at the district and commune levels. With this model, when organizations and citizens come to request to carry out some administrative procedures at the "one-stop" department on Thursday, if the dossier components are complete according to regulations, they will be received, processed, signed and returned the results by officials and civil servants on the same day, without having to receive an appointment to wait for the results according to regulations. Kim Thanh district applies this model to 5 procedures in the fields of certification, education , establishment and operation of business households.
In order for the model to be implemented effectively and bring satisfaction to organizations and individuals, the specialized departments of the Kim Thanh District People's Committee and the People's Committees of communes and towns have arranged and assigned civil servants to receive and process administrative procedure records to ensure the fastest return of results to the people; prioritizing the arrangement of civil servants with capacity, qualifications, and good communication skills. People's Committees at all levels also arrange for union members and youth to participate in the "one-stop" department every Thursday to help and support people in declaring administrative procedures; guide people to create accounts and submit documents online when needed. At the same time, they propagate and mobilize organizations and individuals to use online public services when handling administrative procedures. The district and communes also pay attention to investing in facilities, machinery, internet connection, printers, scanners; promote the application of information technology to facilitate and be transparent in performing administrative transactions...
Mr. Hoang Xuan Thuong, Deputy Chief of Office of the People's Council and People's Committee of Kim Thanh district, said that with the motto of taking organizations and citizens as the center, the "No Appointment Thursday" model has been bringing satisfaction to the people. From the implementation of the model to the end of February 2024, all "one-stop" departments at 2 levels (commune, district) of Kim Thanh have received and processed nearly 10,000 administrative procedure files for people and businesses. 100% of administrative procedure files were processed correctly and ahead of schedule.
