Comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee chaired the conference. Also attending were representatives of the Provincial People's Committee Office and related departments and agencies.
At the conference, speaking about the necessity of developing the Project, the representative of the Department of Agricultural, Forestry and Fishery Processing Management said: In 2023, Nghe An's seafood output is expected to reach about 267 thousand tons. However, the processing capacity infrastructure is still limited; many are small-scale, located in residential areas, so there are many shortcomings. In the area, there are no enterprises acting as focal points, purchasing seafood in the area for centralized processing for direct export.
Nghe An currently has 89 facilities for collecting, processing, freezing and cold storage, 224 cold storage warehouses; the province also has 5 seafood processing facilities for export or satellites for export enterprises; 27 facilities for processing steamed and dried fish; 5 fish meal processing facilities; 4 companies specializing in processing fish sauce and fish sauce; over 786 household establishments participating in purchasing, processing and trading seafood...

Therefore, to realize the economic development strategy of the fisheries sector for the period 2023-2025 and vision to 2030; to increase the value of seafood, to serve the traceability of origin for export, the Provincial People's Committee assigned the Department of Agriculture and Rural Development to develop a Project.
The project closely follows the objectives of the Fisheries Economic Development Program as set out in Decision 5238/QD-UBND dated December 31, 2022 of the Provincial People's Committee; at the same time, it prioritizes resources and develops policies and mechanisms to attract seafood processing facilities to operate in a concentrated manner.

According to this Project, the province will attract enterprises and processing facilities to the 30-hectare concentrated fisheries logistics zone in Quynh Thuan commune (Quynh Luu); the 60-hectare concentrated seafood processing zone in Dong Hoi Industrial Park, Quynh Lap commune (Hoang Mai town); the 2-hectare concentrated seafood processing zone in Ban Ve hydroelectric lake area; the 5-hectare concentrated seafood processing zone in Yen Thanh; the 2-hectare concentrated seafood processing zone in Hua Na hydroelectric lake area (Que Phong).
Speaking at the conference, representatives of departments and branches agreed with the content of the project. However, the branches also requested to clarify the model of the facilities in the Seafood Processing Logistics Zone in Dong Hoi Industrial Park to have a basis for proposing appropriate investment incentives; priority should be given to attracting projects with advanced science and technology, environmentally friendly...
Based on the comments from departments and branches, representatives of the Department of Agriculture and Rural Development explained some details of the plan stated in the draft Project.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Nguyen Van De assigned the Provincial People's Committee Office to coordinate with the Department of Agriculture and Rural Development to carefully review the name and scope of the Project before submitting it to the Provincial People's Committee. The upcoming Project must adhere to the province's export program goals until 2025 and 2030 approved by the Provincial People's Committee.

The Vice Chairman of the Provincial People's Committee basically agreed with the plan of 3 concentrated locations planned in Quynh Luu, Yen Thanh (or Dien Chau) and Hoang Mai Town, but suggested considering arranging 2 concentrated processing zones along National Highway 7 and National Highway 48 instead of arranging them in 2 communes in the Ban Ve hydroelectric reservoir area (Tuong Duong) or Hua Na (Que Phong) because the location is too far and the source of raw materials is not guaranteed.
