Since the opening of the new school year 2025-2026, parents of more than 140 students at Trung Phuc Cuong 2 Primary School (Thien Nhan Commune, Nghe An Province) have not sent their children to school to protest the policy of merging branch 2 (Quang Xa Hamlet) into branch 1 (Duong Pho Hamlet) - the main campus of the school.
Mr. Duong Van Minh, Dong Xuan hamlet, said: The biggest concern for parents when transferring their children to the main campus is safety for travel. Because the road from the old Nam Phuc commune to branch 1 has a traffic intersection with many trucks running, traffic accidents often occur, so it is risky for children to go through, while many children have parents who work far away, do not have time to pick them up, and their grandparents are old and weak.
Ms. Nguyen Bich Ngoc, Quang Xa hamlet shared: "We agree with creating a better learning environment for our children. However, the local government must survey and get the opinions of the community before making a decision. Our wish is to keep this school to ensure the safety of the children."

In the 2025-2026 school year, Trung Phuc Cuong 2 Primary School has 19 classrooms with 670 students. To prepare for the new school year, on August 16, the school submitted a request to the People's Committee of Thien Nhan Commune to transfer the satellite school to Branch 1 because the main school has full and modern facilities, teaching equipment, and functional classrooms.
Teacher Le Thi Lan, Principal of Trung Phuc Cuong 2 Primary School, said: After the opening ceremony, many students at the separate locations were absent from school in the past few days, especially in the morning class on September 10, 136/196 students were absent. The school currently has 29 teachers and staff, if we separate the two teaching locations, we will not be able to ensure time, teaching will be dispersed and the timetable will overlap. Meanwhile, the distance between the two schools is only about 1km.

Vice Chairwoman of the People's Committee of Thien Nhan Commune, Le Thi Huong, said: The policy of transferring the school from branch 2 to branch 1 was implemented from the 2024-2025 school year (before the implementation of two-level local government), but it was stopped due to opposition from parents. This school year, the school continued to propose and the People's Committee of the commune agreed to implement it.
"The commune's viewpoint is to continue to mobilize and persuade parents to share and agree with the locality and the school to implement, while resolutely implementing the policy of transferring the school's branch 2 to branch 1 to focus resources on investing in facilities and education quality. The school will arrange a schedule to make up for the recent days off for students," said the Vice Chairman of the People's Committee of Thien Nhan commune.
