Quarter III/2025: Science and technology, innovation and digital transformation make breakthroughs, two-level government comes into actual operation

The third quarter of 2025 marked a strong step forward in science and technology, innovation and digital transformation (ST&D) when the Ministry of Science and Technology advised and issued many major policies, announced the Local STI Index Framework... bringing the proportion of high-tech exports to 48.36% and nearly 1,000 STI enterprises to be certified. In particular, the two-level government model associated with ST&D has gradually come into practical operation, contributing to improving governance capacity and promoting sustainable development in localities.

Overview of the Conference.

The Ministry of Science and Technology affirms its creative role with a series of key policies.

Reporting at the Conference, Chief of the Office of the Ministry of Science and Technology Ha Minh Hiep said that in the third quarter of 2025, the Ministry has advised and submitted to the Government for promulgation 08 Decrees, 04 Resolutions and 06 Decisions. The Ministry has also issued 13 Circulars under its authority. Notably, Circular No. 10/2025/TT-BKHCN stipulates the functions, tasks and powers of specialized agencies under the People's Committees at the provincial and communal levels in areas under the Ministry's state management - considered a concrete step to realize the two-level government model.

The Ministry has also promptly issued sets of criteria and guidelines for evaluating the effectiveness of public science and technology organizations, as well as the effectiveness of applied research and technology development tasks in the direction of measuring the impact on socio -economic development; approved policies and orientations for restructuring national science and technology programs for the 2021-2030 period; reviewed and adjusted the method of allocating funding for implementing national science and technology tasks for 98 science and technology tasks...

An important milestone is the issuance of the Local Innovation Index Framework for 2025 with 07 pillars, 16 index groups and 52 component indexes. The Ministry also successfully organized the 1st Congress of Delegates, term 2025-2030 of the Party Committee of the Ministry of Science and Technology... Notably, in August 2025, 12 working delegations of the Ministry worked with 34 provinces and cities nationwide to directly remove obstacles, support localities in handling and promptly resolving arising issues, to better operate the unified, synchronous and smooth two-level local government model.

The third quarter recorded positive growth such as: The proportion of high-tech goods exports (%) reached 48.36%; by August 2025, 6 High-tech Parks had been established; the whole country had 945 enterprises granted Science and Technology Enterprise Certificates, an increase of nearly 11% over the same period in 2024...

Local breakthrough with many outstanding results

Localities have shown dynamism in implementing science and technology, innovation and digital transformation tasks. Specifically: Thai Nguyen has announced 19 major problems in science and technology, innovation and digital transformation; Quang Ninh and Vinh Phuc have pioneered in applying the maximum remuneration for heads of provincial science and technology tasks equal to that of national tasks, creating motivation to attract high-quality human resources.

In the field of innovation, the total value of technology transfer contracts registered in the quarter reached 308 billion VND. By August 2025, the country had 31 high-tech enterprises, 11 high-tech application organizations and 1 organization with a valid certificate of high-tech incubator. In Ho Chi Minh City, the Innovation Startup Center (SIHUB) was inaugurated; Ninh Binh organized the International Forum "Vietnam Research and Development 2025", Da Nang made its mark with the Innovation Startup Festival (SURF 2025)... However, some localities such as Ha Tinh and Lam Dong still reported difficulties in venture capital mechanisms and lack of tools to measure innovation index, causing innovation startup activities to not really break through.

In the postal and telecommunications sector, the output of postal items is estimated at 1.1 billion, up 28.6% over the same period in 2024; postal service revenue reached VND23,000 billion, up 26.1%. In the first 9 months of the year, the postal industry has completed more than 70% of the annual plan. Mobile broadband speed reached 151.69 Mbps, ranking 18th in the world; fixed broadband reached 250.45 Mbps, ranking 13th globally. The number of 5G mobile broadband subscribers has exceeded 14 million, the IPv6 usage rate reached 65% - ranking 2nd in Southeast Asia and 8th in the world. However, mountainous provinces such as Cao Bang, Lai Chau, Dien Bien, and Tuyen Quang still have hundreds of villages and hamlets with "no signal" or unstable signal, causing difficulties for online public services.

The digital technology industry continued to grow strongly, with revenue reaching VND3,272 trillion (up 28% over the same period). Hardware and electronics export turnover reached VND2,908 trillion, up 27%. The number of digital technology enterprises exceeded 77,000. Ho Chi Minh City launched the Research and Training Alliance for Semiconductor and Microelectronics Human Resources (ARTSeMi); Thai Nguyen signed a memorandum of cooperation to build the province's Data Center with a Korean partner.

In the field of digital transformation, the rate of online applications in August 2025 reached 39.71%, an increase of 3.26% over the same period. Notably, Hanoi, Ho Chi Minh City, Hue, Bac Ninh, Ca Mau, Lang Son... are the leading localities, with 100% of communes and wards meeting the targets according to Plan 02-KH/BCĐTW.

Other fields also showed strong growth: industrial property applications received reached 26,613 (up 20.4%), new protection certificates issued 23,969 (up 84.9%); the Ministry announced 111 new TCVNs, approved 1,364 models of measuring instruments, and issued barcodes to nearly 2,000 enterprises... In the field of atomic energy, the Ministry issued 321 radiation work licenses and 187 radiation worker certificates; Ho Chi Minh City successfully handled the radiation incident at Phuoc Long ICD port - ICD3 in Thu Duc Ward, ensuring absolute safety...

Removing difficulties, accompanying local development

In the third quarter of 2025, the total number of recommendations sent to the Ministry was 91, a decrease of 28.9% compared to the second quarter of 2025 (128 recommendations); of which, 18 Departments of Science and Technology had written recommendations. The recommendations focused on removing difficulties in implementing Circular No. 09/2024/TT-BKHCN regulating the management of science and technology tasks at the provincial and grassroots levels; calculating component indexes and improving the Local Innovation Index (PII); handling the situation of telecommunications signal depression in mountainous, remote, isolated and border areas; building a shared national digital platform according to Decision No. 1527/QD-BKHCN dated June 29, 2025; implementing administrative procedures in the field of intellectual property that have been decentralized and delegated to localities; resolving the shortage of specialized human resources in quality measurement standards at the commune level; as well as access to historical violation data and the legal status of the facilities…

The Deputy Ministers directly answered some questions from localities.

After listening to the recommendations of the Departments of Science and Technology, Minister Nguyen Manh Hung directly discussed and answered the recommendations, directly resolved a number of tasks and gave directions for the coming period. The Minister emphasized that the fourth quarter of 2025 is the time to accelerate institutional improvement, when the Ministry of Science and Technology focuses on building and completing 05 draft laws to submit to the Government to submit to the National Assembly at the 10th Session of the 15th National Assembly, including: Law amending and supplementing a number of articles of the Law on Intellectual Property; Law on High Technology (amended); Law amending and supplementing a number of articles of the Law on Technology Transfer; Law on National Digital Transformation; Law on Artificial Intelligence. At the same time, urgently complete and submit to the Government to promulgate 16 Decrees guiding the implementation of 05 important laws passed by the National Assembly at the 9th Session...

The Minister requested the Departments of Science and Technology to closely follow the orientation, maximally integrating the content of science and technology, innovation and digital transformation into the political report and action plan at the local Party Congress - considering this as the foundation for science and technology to become a driving force for growth, creating a breakthrough in labor productivity and sustainable development. Localities need to proactively contribute ideas and propose key tasks in implementing Resolution 57-NQ/TW and Plan No. 02-KH/BCĐTW.

Another focus is comprehensive digital transformation. The Minister emphasized that all ministries and sectors must build a common digital platform for public services in their sectors, ensuring compliance with the National Digital Architecture Framework, ending the situation of "each place has its own software". The Ministry of Science and Technology must take the lead and set an example in this, ensuring unity and connectivity, creating favorable conditions for localities to deploy smoothly. Departments of Science and Technology must pioneer in setting an example, implementing digital transformation right from the grassroots to spread and replicate throughout the system. The Minister affirmed: "The stronger the market, the stronger the State must be. The more fragmented it is, the more it needs to be concentrated. The shared digital platform will be a narrow but solid corridor, ensuring unified management and flexible operation".

Regarding the e-Government Architecture Framework, the Minister requested a change in thinking: "20% principles, 80% instructions, forms, checklists" for localities to apply immediately. Regarding removing obstacles in two-level administrative procedures, the Minister emphasized that this is the number one priority, must be handled immediately, not wait.

Regarding human resources, the solution is not to recruit more people but to apply technology and processes to improve efficiency. The Ministry will take advantage of available resources, combining online training to help staff adapt quickly, "turning difficult tasks into easy ones". In October 2025, all 34 Department Directors will participate in a centralized training course to unify vision and methods of action; at the same time, support localities in managing S&T tasks on digital platforms.

Regarding the construction of the innovation ecosystem, the Ministry directs localities to select 2-3 key models as bright spots, such as: digital agriculture, community innovation centers, smart cities, traceability of goods... and then replicate them into bright spots.

Concluding the Conference, Minister Nguyen Manh Hung affirmed: "The Ministry will always be a solid rear, providing maximum support to the Departments - the frontline units. For any difficulties and problems, consider the Ministry as a common home to share and solve together. The Ministry of Science and Technology and localities must be a unified bloc, act decisively, and work together in practice, making science and technology, innovation and digital transformation become the central driving force for socio-economic development."
