
Improving the quality of Party cell activities in operating the two-level local government model plays an important role in Party building work.
The Party cell is the "foundation" and "nucleus" of the Party, the place for propaganda and education of the masses, the bridge between the Party and the masses, the place to mobilize and organize the masses to implement the Party's guidelines, policies and strategies, the place to promptly reflect the opinions, experiences and aspirations of Party members and the masses to the superiors. Especially with the key task of Party building, the Party cell is also the place to directly manage Party members, educate, foster, train, improve the political level, ideology, qualities and working capacity of Party members, the place to admit and screen Party members, the place to train Party cadres for the Party... Party cell activities are regular as well as extraordinary activities of the Party organization for the Party organization to perform the function of the political leadership nucleus, where the Party organization evaluates, reviews, self-criticizes and criticizes the implementation of its political tasks and of each Party member; It is also a place to promote the initiative and creativity of party members in proposing policies and solutions to improve the leadership capacity and fighting strength of the party organization and the contingent of cadres and party members. In addition, from the activities of the party cell, new factors to rejuvenate and strengthen the Party are discovered, nurtured and assisted.

However, in addition to the achieved results, in the face of new requirements for the leadership of Party committees and Party organizations in operating the 2-level local government model, improving the quality of Party cell activities still has limitations, namely: Some Party cell committees and Party members do not fully understand the position, role, and importance of improving the quality of Party cell activities; the preparation of Party cell committees for periodic and thematic activities in some Party cells is still sketchy; the selection of thematic activities is still confusing; the management of Party cell activities by many comrades in the Party committee is still unscientific ; the evaluation of the results of Party cell activities by Party committee members attending Party cell activities has not received due attention...
The cause of the above limitations is that the dissemination and implementation of Directive 50-CT/TW of the Secretariat, Instruction No. 42-HD/BTCTW of the Central Organizing Committee, Instruction No. 01-HD/TU of the Phu Tho Provincial Party Committee to cadres and party members is not deep, not thorough, not emphasizing new, basic and core contents; some comrades at the Party Committee level and Party cell secretaries still focus on empiricism in running Party Committee and Party cell conferences, and have not spent adequate time to study and supplement new skills and knowledge in leadership and management; the training and professional development of Party building work after operating the 2-level local government model has not received due attention...
From that reality, to improve the quality of Party cell activities in operating the 2-level local government model, it is necessary to effectively implement the following solutions:
Firstly, continue to do a good job of disseminating, deploying and organizing the implementation of Directive 50-CT/TW of the Secretariat and Instruction No. 42-HD/BTCTW of the Central Organizing Committee to continue raising awareness of Party committees, Party organizations, cadres and Party members about the position, role and importance of improving the quality of Party cell activities. Dissemination needs to be carried out regularly, emphasizing the basic and core contents, clarifying the urgency of improving the quality of Party cell activities, affirming the correctness, timeliness and meeting the practical requirements of Directive 50-CT/TW of the Secretariat. Attach the responsibility of the responsible Party committee members, Party committees and Party cell leaders to improving the quality of Party cell activities. Party committees at all levels need to periodically evaluate the improvement of the quality of Party cell activities, in order to promptly direct the correction and overcoming of limitations and shortcomings in the implementation of Directive 50-CT/TW of the Secretariat and Instruction No. 42-HD/BTCTW of the Central Organizing Committee.
Second, direct the maintenance of the Party cell's operating regime. It is necessary to direct the arrangement of the operating schedules of administrative and public service Party cells in accordance with regulations, and at the same time, let the superior Party Committee members and members of the Working Groups arrange to attend Party cell meetings in the assigned Party cells. Direct the strict implementation of the reporting regime on the results of attending Party cell meetings of superior Party Committees and Working Group members, as well as direct the handling of opinions and recommendations from Party organizations and Party members, not to let the handling of opinions and recommendations remain stagnant, causing frustration among cadres and Party members.
Third, pay attention to training to improve the skills of Party committees at all levels, Party cell secretaries, and Party committees. Training needs to be practical, in the direction of hand-holding, avoiding training on general theoretical contents, but needs to delve into issues that Party committee members and Party cell leaders are weak in and need, such as assigning Party committees to chair and run a Party cell meeting, Party cell secretaries, and how to have Party cell secretaries specifically assign activities to Party committee members.
In practice, party cells have a Party Committee, Secretary, and Deputy Secretary, but in a Party Committee meeting or Party cell meeting, the Party cell secretary carries out all the contents from reporting on the situation of Party members attending the meeting; evaluating the results of task performance; to evaluating the implementation of directives and resolutions on Party building and rectification; studying and following Ho Chi Minh's ideology, morality, and lifestyle... without assigning the comrades in the Party cell to carry out the contents of the Party cell meeting.
Or the selection of thematic activities is still very confusing, the Party Committee and Party cell leaders do not know which content to choose for thematic activities; the issue of applying information technology and digital transformation in Party cell activities; the principles of organization and Party activities; or the issues that Party cells often violate so that Party cells and Party cell leaders can learn from experience in implementation. Training is not only for the comrades of the Party Committees of the subordinate Party cells, but must also be provided to the comrades of the Party Committees at higher levels, members of the working groups attending the Party cell activities, so that the comrades of the Party Committees at higher levels, members of the Working Groups can grasp the contents, promptly correct the shortcomings and limitations in the direction and operation of the Party Committees and Party Committee Secretaries at the units assigned to take charge of and attend the Party cell activities.
Fourth, promote the application of information technology and digital transformation in Party cell activities. Currently, the application of information technology and digital transformation in all fields of work, including Party cell activities, is an inevitable trend. The challenge for Party committees and Party cell secretaries, especially rural Party cells, is how to apply scientific and technological achievements, digital transformation and social networks to improve the quality of Party cell activities. The application of digital transformation and social networks will help the Party cell secretary easily announce the Party cell meeting schedule, send propaganda documents, report on the implementation results of the Party cell's monthly resolutions, draft Party cell resolutions, and suggest discussions, etc.
In order for Party cell secretaries to effectively apply information technology and digital transformation, in addition to training and coaching on digital transformation skills, superiors need to research and have policies to equip residential areas with equipment such as networked computers, printers, etc. At the same time, it is necessary to exploit and promote the effectiveness of the application of the electronic Party Member Handbook.
Fifth, innovate the content of Party cell activities. This is a difficult content. Many articles on improving the quality of Party cell activities mention the content of innovating the content of Party cell activities, but how to innovate and how to innovate are not specifically mentioned in most articles. Because in reality, each type of Party organization has its own functions and tasks. Innovation cannot be separated from the functions and tasks of the Party organization. Therefore, innovating the content of Party cell activities needs to be understood as innovation in preparation work; innovation in direction and management work; innovation in evaluating the results of implementing resolutions; innovation in making resolutions and reviewing the implementation of resolutions; at the same time, Party cells need to select issues to develop and promulgate specialized resolutions to solve practical problems arising today.
Sixth, strengthen the inspection and supervision of the implementation of the Party cell's operating regime. The superior Party Committee periodically and suddenly inspects and supervises the lower-level Party organization on the implementation of the Party cell's operating regime and the Party Committee member in charge of attending Party cell's operating regime, promptly corrects and reminds of existing problems and limitations, promptly commends good practices and creative models in improving the quality of Party cell's operating regime.
Party cell activities are one of the forms of activities under the organizational principles specifically stipulated in the Party Charter and are an important measure to build and strengthen Party cells, contributing to improving leadership capacity, demonstrating the political core role and fighting strength of grassroots Party organizations.
