Speaking at the training conference on state management of science and technology, innovation and digital transformation for leaders of the Department of Science and Technology of provinces and cities on the morning of October 17, Minister Nguyen Manh Hung affirmed that the Director of the Department of Science and Technology is the chief architect of the science and technology, innovation and digital transformation ecosystem in the province. They must also have a "three-role mindset": making policies, implementing practices, and ensuring legal and technical aspects for all activities related to science and technology. The Director of the Department is the "right-hand man of the provincial leader" in turning policies into practical actions, creating value and contributing to creating a dynamic and effective innovation ecosystem.

According to Minister Nguyen Manh Hung, although Department Directors do not have great administrative power, they have intellectual power - the power of creative advisors who dare to take responsibility.

Necessary qualities of the Director of the Department of Science and Technology

The Minister emphasized that the Director of the Department of Science and Technology needs to possess 4 groups of qualities:

Thinking and vision : Must see the big picture of local development and put science and technology, innovation and digital transformation at the center of growth. Need to understand technology but not get caught up in techniques, know how to identify fundamental technology trends. The specific goal in the next 5 years is that the contribution of science and technology, innovation and digital transformation must be over 50% to GRDP growth.

Leadership and management : Must know how to choose work, choose people, delegate work, and focus on results instead of getting caught up in administration. Above all, the leader must play a leading role, inspire and must build trust to gather and promote the strength of the collective.

Innovation and creativity : This is the most needed quality in the period of innovation. The Director of the Department of Science and Technology needs to be proactive in innovation within the framework of the general orientation, find ways to implement it himself, not wait for instructions. Leaders must always have the spirit of learning, updating trends, digital skills and understanding of technology, along with skills in policy analysis, public administration, human development and communication, and dare to do, dare to take responsibility, dare to experiment with new policies.

Ethics and public service culture : Must be honest, impartial, not afraid of transparency, humble and know how to listen. Leaders need to use virtue to gather intelligence, use culture to build trust and spread positive values.
