Speaking at the opening of the workshop, Mr. Nguyen Minh Tuan - Deputy General Director of MISA emphasized that when the lump-sum tax is abolished, business households have the opportunity to escape the rut of "small, moderate business" to be more transparent, easily access capital from banks, cooperate with businesses, participate deeply in the value chain and affirm their reputation in the market.
Opening the program, Ms. Nguyen Thi Cuc - President of the Vietnam Tax Consulting Association, Former Deputy Director General of the General Department of Taxation, emphasized that the tax policy for business households and individuals is undergoing important changes to create a transparent and fair business environment and promote private economic development in the spirit of Resolution 68-NQ/TW. Accordingly, the Law on Tax Administration and guiding documents stipulate two tax calculation methods: lump-sum tax and declaration. In particular, from 2026, lump-sum tax will be eliminated and replaced by a declaration mechanism associated with invoices and documents, helping business households proactively determine revenue, expenses and tax payable. At the same time, households with small revenue (under 200 million VND/year from 2026) are exempt from VAT and personal income tax, while large-scale households will have to apply stricter declaration and management methods.
The transition from lump-sum tax to electronic declaration and use of invoices brings many benefits such as: enhancing reputation, transparency of operations, convenience in borrowing capital and business cooperation, and at the same time creating a foundation for business households to gradually develop into enterprises. The State also offers support solutions such as reducing costs of accessing land, credit, applying digital transformation, training human resources and tax exemptions in the early stages of converting to enterprises. This is an important step to promote the role of the private economic sector - currently contributing about 50% of GDP and employing more than 80% of the country's workforce - to become the main driving force for sustainable growth.
To support business households and individuals to comply with tax regulations and electronic invoices according to Resolution 68-NQ/TW and Decree 70/2025/ND-CP, Ms. Bui Thi Trang - Director of MISA Retail Solutions introduced a set of solutions for sales management - electronic invoices - tax declaration specifically for business households. This solution set was developed by MISA with the goal of helping business households manage comprehensively and effectively, easy to deploy, fully comply with tax regulations and optimize costs.
