Speed up progress, ensure "2 no"

The project to handle traffic accident black spots from Km26+250 to Km26+800, National Highway 4D was approved under Decision 1369/QD-CDBVN dated March 4, 2024 of the Vietnam Road Administration. The project is invested by the Department of Construction of Lai Chau province, with a total capital of 11 billion 130 million VND. The implementation period is from April 28 to December 28, 2025. The contractors are Tam Tri Construction and Trading Company Limited and Lai Chau No. 10 Company Limited.

The main objective of the project is to renovate and expand the roadbed, road surface and branches to the intersection; restore the drainage system and traffic safety system. The highlight of the project is to adjust the traffic island from a triangular shape to a circular shape with a radius of 16m, combining 3 triangular sub-islands at 3 branches to separate traffic flow around the roundabout, reducing traffic collisions.

To date, the project has completed 46% of its value, equivalent to 5.1 billion VND in disbursed capital. The construction unit has carried out concrete embankments, longitudinal ditches, lamp posts; and dug and filled to widen the road surface to the design elevation. Currently, the remaining 54% of the project value is being implemented.

The project has 12 households subject to site clearance with a compensation value of 600 million VND (1 resettled household). The current difficulty is that the households have requested to review the land area and have not agreed with the compensation price. The site clearance work is being interrupted due to the change of government. There is still 1 household that has not handed over the site. In addition, the construction process also encountered some difficulties due to weather conditions, construction conditions on the road in operation, and complex geology. Relevant units strive to speed up the progress to complete the plan on December 28, 2025.

Visiting and inspecting the progress of the project, Comrade Le Minh Ngan - Provincial Party Secretary listened to the investor and contractor report on the progress; existing difficulties and problems and proposed solutions to speed up the progress.

After listening to the report, the Provincial Party Secretary requested the government and relevant units to pay attention to urgently resolving the issue of site clearance and creating land funds for the construction process. The contractor must carry out the construction as compensation progresses. The construction process must strictly follow the "2 no" principle: no delay affecting the aesthetics and no environmental pollution, affecting the lives of people in the construction area.
