For Tan Ninh urban area, the expansion plan includes the entire administrative boundaries of 3 wards Tan Ninh, Binh Minh and Ninh Thanh; area of about 17,937 hectares, estimated population of 196,619 people. The goal is to build a sustainable urban development, harmonizing economic growth and preserving architectural and cultural values.

At the appraisal session, members of the Appraisal Council requested the consulting unit to further analyze the factors affecting the urbanization process, including clarifying population attraction, urban space development speed and regional connectivity to ensure feasibility when implementing the planning.

Commenting on this content, Vice Chairman of the Provincial People's Committee Huynh Van Son requested the consulting unit to closely follow the provincial planning, clearly define the development orientation of knowledge-based, green and smart urban areas; ensure reasonable population density and targets, and exploit the advantages of ecological and spiritual tourism .

For Trang Bang urban area, the planning scope includes all 4 wards and 2 communes, with a total area of about 38,237 hectares. Trang Bang is identified as an economic urban area, an important growth pole and a gateway of Tay Ninh connecting Ho Chi Minh City, located in the center of sub-region IV in the border area. The population forecast by 2035 is about 400,000 people, by 2045 about 512,000 people.

The appraisal council proposed to clarify the urban nature, the plan for spatial development distribution, the connection between industry - urban - service - ecology, and the preservation of historical relic areas. At the same time, it is noted that the planning must ensure synchronous technical infrastructure, inter-regional traffic connection and the development orientation of the dynamic urban area in the South of the province.

The expanded Hoa Thanh urban area alone has a scale of 28,307 hectares, playing the role of the southern center of the province, located on the important economic-traffic corridor connecting Ho Chi Minh City with Moc Bai International Border Gate. This is an urban area that concentrates administrative, educational, medical, and commercial activities, and is also associated with typical cultural and religious works such as the Tay Ninh Holy See, creating a unique identity for the urban space.

The appraisal council believes that the urban nature of the dossier is not clear and needs to be adjusted to be closer to reality, ensuring balance of population and social infrastructure.

Concluding the meeting, Vice Chairman of the Provincial People's Committee, Vice Chairman of the Provincial Appraisal Council Huynh Van Son requested consulting units to promptly receive opinions and complete documents to submit to the Provincial People's Committee for appraisal and approval as soon as possible.

The Vice Chairman of the Provincial People's Committee emphasized that the three urban areas of Trang Bang, Tan Ninh and Hoa Thanh need to be planned synchronously, ensuring spatial connectivity, infrastructure and functions, forming a harmoniously developed urban chain, creating a driving force to promote the socio-economic development of the southern region of Tay Ninh province.

* Also in the appraisal session this afternoon, the Vice Chairman of the Provincial People's Committee and the Planning Appraisal Council reviewed and gave opinions on the dossier adjusting the detailed planning at a scale of 1/500 of Phuoc Vinh Tay New Urban Area, sub-zones B and C, Phuoc Vinh Tay commune; appraised the dossier of the Sub-zonal Planning of Long Huu New Urban Area, Long Huu commune.

The zoning plan of Long Huu New Urban Area, Long Huu Commune has a total area of about 3,688 hectares, including the entire natural boundary of Long Huu Commune, of which the planning area is about more than 2,600 hectares. The planning content focuses on determining the urban nature, population forecast, land use indicators, and at the same time studying ecological factors, connecting technical infrastructure, national defense and preserving historical relics.

The appraisal council proposed to supplement and complete some contents, including dividing the planning scope to facilitate management; clearly showing the drawings of the area of agricultural land and residential areas retained; calculating the total investment, assessing the impact on people's livelihoods after planning; at the same time reviewing and adjusting the population size until 2030 to match the development orientation;...

At the same time, the Council reviewed and appraised the dossier for adjusting the detailed planning at a scale of 1/500 for Phuoc Vinh Tay New Urban Area, sub-areas B and C, Phuoc Vinh Tay commune. According to the dossier, sub-area C has an area of about 321.85 hectares, of which the planning adjustment area has a total area of about 115,830 square meters; sub-area B has an area of about 533.58 hectares, the planning adjustment area has a total area of about 397,445 square meters.

After listening to the consultant's presentation, the Council unanimously approved the adjustment plan. Vice Chairman of the Provincial People's Committee Huynh Van Son requested the investor and the consultant to promptly complete the dossier to submit to the Department of Finance for appraisal and report to the Provincial People's Committee for consideration and approval./.
