Appraisal of urban planning tasks for Trang Bang, Tan Ninh, Hoa Thanh and new urban areas

On the afternoon of October 27, Vice Chairman of the Provincial People's Committee, Vice Chairman of the Tay Ninh Provincial Appraisal Council Huynh Van Son chaired a meeting to appraise the master planning task dossier for the three urban areas of Trang Bang, Tan Ninh and Hoa Thanh.

For Tan Ninh urban area, the expansion plan includes the entire administrative boundaries of the three wards of Tan Ninh, Binh Minh, and Ninh Thanh; covering an area of ​​approximately 17,937 hectares, with an estimated population of 196,619 people. The goal is to build a sustainable urban area, harmonizing economic growth with the preservation of architectural and cultural values.

During the review meeting, the members of the Review Council requested the consulting unit to conduct a more in-depth analysis of the factors affecting the urbanization process, clarifying the attractiveness to the population, the speed of urban spatial development, and regional connectivity to ensure the feasibility of implementing the plan.

Commenting on this matter, Vice Chairman of the Provincial People's Committee Huynh Van Son requested the consulting unit to closely adhere to the provincial planning, clearly define the development direction of a knowledge-based, green, and smart city; ensure reasonable population density and targets, and make good use of the advantages of eco- tourism and spiritual tourism .

For Trang Bang urban area, the planning scope includes all 4 wards and 2 communes, with a total area of ​​approximately 38,237 hectares. Trang Bang is identified as an economic urban area, an important growth pole and gateway of Tay Ninh connecting to Ho Chi Minh City, located in the center of sub-region IV of the border area. The projected population is approximately 400,000 people by 2035 and approximately 512,000 people by 2045.

The appraisal council requested further clarification on the urban characteristics, spatial development distribution plan, the linkage between industry, urban areas, services, and ecology, and the preservation of historical relics. At the same time, it noted that the plan must ensure the synchronization of technical infrastructure, inter-regional transportation connectivity, and the development orientation of a dynamic urban area in the southern part of the province.

The expanded Hoa Thanh urban area, covering 28,307 hectares, plays a central role in the southern part of the province, situated on a crucial economic and transportation corridor connecting Ho Chi Minh City with the Moc Bai International Border Gate. This urban area concentrates administrative, educational, medical, and commercial activities, while also being associated with distinctive cultural and religious landmarks such as the Tay Ninh Holy See, creating a unique urban identity.

The evaluation council noted that the urban characteristics described in the dossier were unclear and needed adjustment to better reflect reality, ensuring a balance between population and social infrastructure.

Huynh Van Son, Vice Chairman of the Provincial People's Committee and Vice Chairman of the Provincial Appraisal Council, delivered the concluding remarks.

Concluding the meeting, the Vice Chairman of the Provincial People's Committee and Vice Chairman of the Provincial Appraisal Council, Huynh Van Son, requested the consulting units to promptly incorporate the feedback and finalize the dossier for submission to the Provincial People's Committee for appraisal and approval as soon as possible.

The Vice Chairman of the Provincial People's Committee emphasized that the three urban areas of Trang Bang, Tan Ninh, and Hoa Thanh need to be planned comprehensively, ensuring spatial connectivity, infrastructure, and functions, forming a harmonious urban chain that will create momentum to promote socio-economic development in the southern part of Tay Ninh province.

* Also during this afternoon's review session, the Vice Chairman of the Provincial People's Committee, along with the Planning Review Council, reviewed and commented on the revised detailed planning documents at a scale of 1/500 for the Phuoc Vinh Tay New Urban Area, subdivisions B and C, Phuoc Vinh Tay commune; and reviewed the planning documents for the Long Huu New Urban Area, Long Huu commune.

The Long Huu New Urban Area zoning plan in Long Huu commune covers a total area of ​​approximately 3,688 hectares, encompassing the entire natural boundary of Long Huu commune, with the planning area covering over 2,600 hectares. The plan focuses on defining urban characteristics, population forecasting, land use indicators, and also studies ecological factors, technical infrastructure connectivity, national defense, and the preservation of historical relics.

The appraisal council suggested supplementing and refining several aspects, including subdividing the planning area for easier management; clearly showing the area of ​​agricultural land and residential areas to be retained; calculating the total investment cost and assessing the impact on people's livelihoods after planning; and reviewing and adjusting the population size by 2030 to align with development orientations.

Simultaneously, the Council reviewed and assessed the revised detailed planning documents at a scale of 1/500 for the Phuoc Vinh Tay New Urban Area, sub-areas B and C, Phuoc Vinh Tay commune. According to the documents, sub-area C has an area of ​​approximately 321.85 hectares, of which the area subject to planning adjustment has a total area of ​​approximately 115,830 m²; sub-area B has an area of ​​approximately 533.58 hectares, with the area subject to planning adjustment having a total area of ​​approximately 397,445 m².

After hearing the presentation from the consulting unit, the Council unanimously approved the revised plan. Vice Chairman of the Provincial People's Committee Huynh Van Son requested the investor and the consulting unit to promptly complete the dossier for submission to the Department of Finance for appraisal and reporting to the Provincial People's Committee for consideration and approval.
