Today, September 12, Minister of Education and Training Nguyen Kim Son signed Decision No. 2590/QD-BGDDT on the assignment of tasks of the Minister and Deputy Ministers.
This decision was issued in the context that the Ministry of Education and Training has a new leader, Deputy Minister Le Quan, while former Deputy Minister Hoang Minh Son has been transferred to become Director of Hanoi National University.

According to this decision, Deputy Minister Le Quan is in charge of the following fields: vocational education ; continuing education; international cooperation; digital transformation, information technology application, and inspection work in assigned fields.
Assist the Minister in directing regular tasks in implementing regulations on investment conditions and operations of vocational training institutions.
Deputy Minister Le Quan is in charge of the following units in the Ministry of Education and Training: Department of Vocational Education and Continuing Education; Department of International Cooperation; SEAMEO Regional Training Center in Vietnam; SEAMEO Regional Center for Lifelong Learning in Vietnam; vocational education institutions except pedagogical ones.
In charge of general monitoring of the provinces in the North Central and Central Coast regions; the Central Highlands region; in charge of directing activities related to projects, plans, programs, steering committees, committees, councils, associations, unions, and funds as assigned by the Government, Prime Minister , Ministers, and competent authorities.
At the same time, Deputy Minister Le Quan performs other tasks assigned by the Minister.
The areas that Deputy Minister Le Quan was previously assigned to be in charge of were part of the areas that former Deputy Minister Hoang Minh Son was in charge of (vocational education, continuing education) and Deputy Minister Nguyen Van Phuc was in charge of (international cooperation).
Many changes
Also in Decision 2590, Minister Nguyen Kim Son reassigned a number of areas to leaders of the Ministry of Education and Training.
Accordingly, the field that Deputy Minister Nguyen Van Phuc is assigned to be in charge of has completely changed. Previously, Mr. Nguyen Van Phuc was assigned to be in charge of the fields of science, technology and environment; application of information technology; international cooperation in education and training... Now, Mr. Nguyen Van Phuc is assigned to be in charge of the field of university education (the field previously handled by Mr. Hoang Minh Son).
The areas that former Deputy Minister Hoang Minh Son was in charge of are now divided among many other leaders. In addition to university education, the responsibility is assigned to Deputy Minister Nguyen Van Phuc. The management of diplomas, certificates, foreign language proficiency (for Vietnam), Vietnamese proficiency (for foreigners)… is assigned to Deputy Minister Pham Ngoc Thuong.
Minister Nguyen Kim Son is also in charge of the fields of science, technology, digital transformation, etc., and is also directly in charge of the Department of Science, Technology and Information.
A new point of Decision 2590 is that some leaders of the Ministry of Education and Training are directly in charge of higher education institutions under the Ministry.
The Minister is in charge of 9 universities (including 2 national universities, 4 regional universities, 3 universities newly converted from universities to colleges). Deputy Minister Pham Ngoc Thuong is in charge of the Academy of Educational Management and pedagogical colleges; Deputy Minister Nguyen Van Phuc is in charge of the remaining universities.
Only Deputy Minister Nguyen Tan Dung and Deputy Minister Nguyen Thi Kim Chi have had few changes in their assigned tasks.
