Nghe An: Highlights on January 27

* On January 27, at the Party Central Committee Headquarters, the Politburo and the Secretariat reviewed and disciplined party organizations and party members with violations and shortcomings.

After considering the proposal of the Central Inspection Commission , the Politburo and the Secretariat have imposed Party discipline on the Party Executive Committee of the Ministry of Industry and Trade and related individuals; a number of Party organizations and Party members at the Bac Ninh Provincial Party Committee, Lam Dong Provincial Party Committee, and An Giang Provincial Party Committee.

* Dozens of teachers and contract staff of schools in Quynh Luu district were denied salary for the last month before the Lunar New Year holiday. Some of them have therefore resigned, affecting the work of the entire school.

According to Nghe An Newspaper, in Quynh Luu district, there are currently 9 contract teachers at the junior high school level. They all graduated from the university of education and were recruited by the People's Committee of Quynh Luu district to teach and pay social insurance. Up to now, the person with the longest working time is 18 years, the least is 12 years. During their work, they have all completed their assigned tasks well and have made professional contributions that have been recognized by parents, students, colleagues and superiors. They have only received a salary of 4.9 million VND/month (due to receiving regional salary) since January 1, 2023. Before that, they only received a salary with a coefficient of 1.78 (the salary received was 85% of the college level); no seniority allowance, no salary increase according to the current salary policy of the State.

* Regarding the education sector, on January 26, 2024, the Provincial People's Committee issued Document No. 742/UBND - KT on handling violations in the secondment and enjoyment of allowances for seconded teachers.

This is one of the latest instructions of Nghe An Provincial People's Committee on handling violations in secondment and enjoying allowances for seconded teachers.

Previously, implementing Circular No. 47/2011/TTLT - BGDĐT - BNV dated October 19, 2011 of the Ministry of Education and Training - Ministry of Home Affairs guiding the functions, tasks, powers, organizational structure and staffing of the Department of Education and Training under the People's Committees of provinces and centrally run cities, the Department of Education and Training under the People's Committees of districts, towns and provincial cities, the Provincial People's Committee issued Official Dispatch No. 6612/UBND - TH dated September 24, 2012 for implementation.

* Information from localities shows that as of the morning of January 27, in Que Phong and Ky Son districts (Nghe An), 39 buffaloes and cows had died due to severe cold.

Mr. Tho Ba Re - Vice Chairman of the People's Committee of Ky Son district said that by the end of January 26, localities in the district had made a quick report on the damage caused by the cold spell that lasted from January 22 to now. Accordingly, the whole district had 28 buffaloes and cows that had died from the cold. Specifically: Bao Nam commune had 4, Muong Long 3, Na Loi 1, Dooc May 2, Huoi Tu 2, Tay Son 2; Nam Can 2; Nam Can 1; Pha Danh 2; Muong Ai 7 and Na Ngoi 2.

*Also in the field of livestock farming, according to information from the Nghe An Department of Animal Husbandry and Veterinary Medicine, since the beginning of 2024, there have not been many epidemics in the province, the outbreaks from 2023 have not met the conditions to declare the end of the epidemic. The number of culled animals is very small, mainly 1-2 animals/outbreak. Only Thanh Chuong district currently has more than 10 outbreaks that have not passed 21 days, other districts have only had 1 or 2 outbreaks. According to the general assessment, up to now, African swine fever in Nghe An has been basically controlled.

* The Investigation Police Agency of Nghe An Province Police said it has just initiated a case, prosecuted the accused, and issued an order to temporarily detain Ho Van Manh and Tran Thi Ngoc, both residing in Do Thanh Commune, Yen Thanh District, for the crimes of "Violating regulations on the protection of endangered, precious, and rare animals" and "Trading in prohibited goods".

Previously, on October 24, 2023, at Ngoc Son hamlet, Do Thanh commune, Yen Thanh district, the Department of Police Investigation of Economic Crimes, Corruption, Smuggling, and Environmental Crimes (Provincial Police) coordinated with Do Thanh Commune Police, Yen Thanh district to inspect and discover two subjects Ho Van Manh (born in 1988) and Tran Thi Ngoc (born in 1968), both residing in Do Thanh commune, Yen Thanh district, storing 110 sacks of various types containing pangolin scales with a total weight of 2,846 kg, worth more than 14 billion VND.
