The conference was organized in a combination of in-person and online formats and was broadcast live on television and social networking platforms to 218 locations, with 10,663 cadres and party members attending and a large number of people watching.

Affirming the comprehensive development mindset with 6 major elements in the theme, in which building a clean and strong Party organization and political system is the key; promoting great solidarity among ethnic groups is the driving force; digital transformation and resource mobilization are the method; ensuring national defense and security are the conditions; and green, fast, sustainable development is the goal. The Congress comprehensively assessed the results of the 14th term, pointed out 5 valuable experiences, 5 new development perspectives, 22 main targets and 3 strategic breakthroughs in infrastructure - green agriculture - human resources; science and technology development and digital transformation.

Comrade Le Duc Duc - Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission, thoroughly grasped the topic of building a clean and strong Party organization and political system in all aspects.

Building a clean and strong Party and political system in all aspects is the first element in the Congress theme; it is a strategic and key task. In the 2020-2025 term, the Provincial Party Committee has achieved many comprehensive results in Party building in the fields of politics, ideology, organization, and ethics; leadership methods continue to be innovated; personnel work, inspection, supervision, mass mobilization, internal affairs, judicial reform, prevention and fight against corruption, waste, and negativity are strengthened; the government apparatus is streamlined, effective and efficient; the organization and apparatus of the 2-level local government model are streamlined as planned. The new term determines to continue building a clean and strong Party and political system in all areas to further enhance the leadership capacity of the Provincial Party Committee. Emphasizing that each Party Committee, Party organization, each cadre and Party member must constantly practice, innovate, be exemplary, dedicate themselves and contribute to the successful implementation of the Resolution of the 15th Provincial Congress.

Comrade Ha Trong Hai - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee thoroughly grasped the topic of economic development for the 2020 - 2025 term; goals and tasks for the 2025 - 2030 term. The topic clearly identified a new direction for the coming period: Striving to make Lai Chau a medium-developed province in the Northern midlands and mountainous region by 2030, and a medium-sized province in the whole country by 2045. The new point of this period is that the province focuses on developing green economy, circular economy, digital economy, harmoniously combining growth with environmental protection, development and social stability. The province focuses on promoting potentials and advantages, encouraging start-ups, innovation, and developing economic sectors, especially the private economy.

The topic of ensuring national defense, security, and expanding foreign relations clearly demonstrates the strategic thinking of the Provincial Party Committee in protecting the Fatherland early and from afar, maintaining political and social stability, creating a peaceful and cooperative environment for sustainable socio-economic development. During the 2020 - 2025 term, the province's national defense, security, and foreign affairs work achieved many comprehensive and solid results. Entering the 2025 - 2030 term, the 15th Provincial Party Congress clearly identified the viewpoint: Economic development must be associated with strengthening national defense and security; Promote economic and cultural diplomacy, expand international cooperation, attract foreign investment resources, build the image of Lai Chau as dynamic, trustworthy, and rich in identity in international cooperation.

The Action Program identified 4 groups of tasks, 3 strategic breakthroughs, 6 main groups of solutions; issued 13 thematic resolutions, 2 projects, 2 conclusions, 1 directive and a list of key tasks, works and major projects in the period of 2025 - 2030, creating a specific, feasible action framework with regional connectivity and long-term vision. Key projects such as the CT13 Bao Ha - Lai Chau expressway, Hoang Lien tunnel, Lai Chau airport, Ma Lu Thang economic zone, eco-tourism areas and key industrial parks... will be the driving force to promote breakthrough development for the province in the coming period.
