Resolution 71 opens educational breakthroughs

Determining that education and training (GD&DT) along with science and technology are always the top national policies, when Resolution No. 71-NQ/TW, dated August 22, 2025 of the Politburo on breakthrough in the development of GD&DT (Resolution 71) was issued, Tuyen Quang province is concretizing the Party's resolution with synchronous solutions, expecting to create a breakthrough in the education sector, contributing to realizing the aspiration of bringing the province to develop quickly and sustainably.

Remove bottlenecks

In the 2024-2025 school year, Tuyen Quang has 1,054 schools with 17,217 groups/classes and nearly 494,000 students, of which 78% are ethnic minority students. The rate of schools meeting national standards has reached 64.71% (682 schools). This figure reflects the province's investment interest over the years to expand learning opportunities and narrow regional gaps. The province has 20 ethnic boarding schools and 236 semi-boarding schools, with semi-boarding students accounting for more than 36% of the total number of high school students. Special policies on supporting students in disadvantaged areas, attracting high-quality human resources, rewarding excellent national students... have come into effect, affirming the commitment of " education is the top national policy" of a locality with many difficulties like Tuyen Quang.

Among the tasks and solutions set forth in Resolution No. 71 are the contents of strongly innovating institutions, creating special and outstanding mechanisms and policies for the development of education and training. Determining that state budget expenditure for education and training reaches at least 20% of total state budget expenditure, of which investment expenditure allocation reaches at least 5% of total state budget expenditure and expenditure for higher education reaches at least 3% of total state budget expenditure. Comrade Vi Van Chung, Chairman of Yen Hoa Commune People's Committee, said: When Resolution 71 comes into effect, it will help fundamentally remove bottlenecks in infrastructure. When synchronous investment is made, there will be conditions to improve the quality of teaching and learning and gradually shorten the gap with more developed provinces and students will have better learning conditions, especially in remote areas.

According to the Department of Education and Training, the province currently has only 70.7% of solid classrooms, lower than the national average (89.6%). The number of satellite schools is up to 1,803, causing difficulties in management and education quality.

One of the contents of Resolution 71 that is of particular interest to staff and teachers is: having special and outstanding preferential policies for teachers; increasing preferential allowances for preschool and general education institutions to at least 70% for teachers, at least 30% for staff, 100% for teachers in particularly difficult areas, border areas, islands, ethnic minority areas...

Teacher Ma Thi Hue, a teacher at Khau Vai Kindergarten, said: “What we, the teaching staff, are most concerned about is the special preferential policies on income and working conditions. When the professional allowance, especially in difficult areas, is raised as proposed in the resolution, we will have more motivation to stick with the profession for a long time. More importantly, it also contributes to attracting many good teachers to Tuyen Quang , helping to overcome the current shortage of teachers.”

When the policy is implemented, it will not only help those working in the education sector feel secure in their work, but also attract more staff outside of the teaching force to participate in teaching and training in educational institutions; helping to solve the problem of teacher shortage, because currently the whole province lacks about 1,326 teachers compared to the assigned number and lacks up to 3,794 teachers compared to the norm prescribed by the Ministry of Education and Training . Some subjects such as English, Information Technology, and Mathematics still lack recruitment sources.

Efforts to assert position

Putting Resolution 71 into practice early, Tuyen Quang sets the target for the period 2025 - 2030: The rate of kindergartens meeting national standards is 73%, primary schools 80%, secondary schools 71%, high schools 61%; 100% of classrooms are solidified, ending temporary classrooms; 100% of teachers meet training standards, most of them above standards; 100% of staff and teachers are proficient in information technology; striving to be in the group of 25 leading provinces and cities in the quality of general education (high school graduation exam, national excellent student awards).

Comrade Bui Quang Tri, Deputy Director of the Department of Education and Training, said: One of the key solutions to improve the quality of education that the sector is actively implementing is to promote professional solutions, comprehensive digital transformation, and strong application of digital technology and artificial intelligence in education. At the same time, reorganize the network of schools and school locations, strengthen facilities for educational institutions, ensure streamlining and efficiency, contribute to improving the quality of education, save on teacher staffing and investment costs. Focus on investing and directing the implementation of the Project to build primary and secondary boarding schools for ethnic minorities in 17 border communes under the direction of the Government.

The current figures, achievements and challenges show that Tuyen Quang education is entering an “acceleration” phase with the determination of “real learning, real exams, real results”. When the resolution is materialized in drastic actions, when every teacher, every student, every family is united, Tuyen Quang education can absolutely rise up and affirm its new position.
