In his opening remarks at the conference, Mr. Nguyen Sinh Luong, Vice Chairman of the People's Committee of the Special Economic Zone, emphasized: Fire prevention and control and rescue work is a vital task, directly linked to the safety of people's lives and property and the sustainable development of the locality. Decree 105/2025/ND-CP has supplemented and perfected many important regulations, including clearly defining the responsibilities of agencies, units, and individuals; perfecting fire safety standards and regulations for buildings and facilities; enhancing the capacity of fire prevention and control forces; and promoting propaganda and building a movement for all citizens to participate in fire prevention and control.
The Van Don Special Zone Police are instructing establishments to report and update data on fire prevention, firefighting, and rescue operations.
At the conference, delegates heard a presentation on Decree 105, which details 20 assigned content groups and provides specific implementation guidelines, including: a list of fire prevention and control management facilities and facilities with fire and explosion hazards; detailed regulations on safety conditions and inspection content; a roadmap for handling facilities that do not meet the conditions; and mandatory fire and explosion insurance to improve the effectiveness of fire prevention, firefighting, and rescue operations.
The regulations cover the assessment and acceptance of construction projects, fire safety standards for various types of facilities, the decentralization of inspection responsibilities, and state management of fire prevention and rescue. Many of these provisions directly relate to the responsibilities of local authorities, the police force, specialized construction agencies, as well as businesses and households.
The special administrative region's police force is providing guidance on reporting and updating data related to fire prevention, firefighting, and rescue operations.
The conference also agreed on solutions to strengthen fire safety inspections and supervision in residential areas, production and business establishments, markets, and high-risk areas; and to develop and practice fire fighting, rescue, and relief plans, and establish volunteer fire fighting teams at the grassroots level. The People's Committee of the Special Administrative Region requested that units and localities urgently develop plans and assign specific responsibilities to ensure that Decree 105 is implemented effectively, contributing to maintaining security and order and protecting the lives and property of the people.
At the conference, the Special Administrative Region Police also provided guidance on updating data related to fire prevention, firefighting, and rescue operations.
