Research on investment to upgrade National Highway 9B through Quang Binh

The Ministry of Transport has just issued a document requesting Project Management Board 85, Vietnam Road Administration to continue to conduct research and prepare a report proposing investment policies - Project to upgrade National Highway 9B, section Km0 - Km4 (Quan Hau - Vinh Tuy) and section Km20 - Km52 (Van Ninh intersection - Tang Ky intersection) in Quang Binh province.

The Ministry of Transport said that in 2019, the Ministry assigned Project Management Board 85 to prepare a report proposing investment policies for Group B projects expected in the medium-term public investment plan for the period 2021-2025, including the project to upgrade National Highway 9B, section Km0 - Km4 (Quan Hau - Vinh Tuy) and section Km20 - Km52 (Van Ninh intersection - Tang Ky intersection). However, due to difficulties in capital sources, it has not been possible to balance capital for implementation.

It is reported that in April 2024, the Ministry has a policy to restart the project. The Ministry of Transport requested Project Management Board 85 to continue reviewing and updating to complete the report proposing the investment policy for the project to upgrade National Highway 9B, section Km0 - Km4 (Quan Hau - Vinh Tuy) and section Km20 - Km52 (Van Ninh intersection - Tang Ky intersection) according to regulations.

At the same time, in coordination with the People's Committee of Quang Binh province, the Vietnam Road Administration updated input data, reviewed the scale and technical standards based on the results of previous research to complete the investment proposal report according to regulations, and submitted it to the Ministry of Transport for the next step.

QL9B is about 5km long, connecting from the QL1A intersection (in Quan Hau town) to the East branch of Ho Chi Minh road (in Vinh Ninh commune). This road was upgraded in 2011 and has become an important route serving the socio -economic development of Quang Ninh district, Quang Binh province.

With a strategic vision for future commercial traffic development, National Highway 9B has been planned as part of the "trans-Asia" route on the East-West economic corridor, connecting Dong Hoi City (Quang Binh) to Laos.
