Research on transferring high school graduation exams to localities

Late this afternoon, November 29, at the Ministry of Education and Training in Hanoi, a press conference was held on the plan to organize the high school graduation exam from 2025.

Mr. Huynh Van Chuong, Department of Quality Management (Ministry of Education and Training), introduced the content of Decision 4068/QD-BGDDT approving the plan to organize exams and consider recognizing high school graduation from 2025. The highlight of this decision is that the Ministry of Education and Training has finalized the plan for high school graduation exams in 4 subjects, including 2 compulsory subjects and 2 optional subjects.

In addition, the Ministry of Education and Training will continue to study the roadmap to move towards decentralizing the exam to localities. Mr. Chuong said that when conditions are met to decentralize to localities,educational institutions will organize an exam to assess the output quality at the high school level instead of the current method of one national exam at the same time.

This is the first time the Ministry of Education and Training has affirmed that it will implement this strong decentralization roadmap. In the immediate future, the organization of exams will still be decentralized as it is now.

According to Mr. Chuong, when developing the exam plan from 2025, the Ministry of Education and Training has followed a number of principles such as closely following the policies of the Party, the National Assembly , and the Government; closely following the provisions of the law related to high school graduation exams and enrollment; closely following the goals of the 2018 General Education Program; inheriting and promoting valuable experiences accumulated in the period of 2015 - 2023.

Notably, the principle of closely following the goals of the 2018 General Education Program is noteworthy: high school education is a career orientation education stage, ensuring that students have access to careers and choose careers that are suitable to their abilities and interests, conditions and circumstances.

From 2025, high school students will take 2 compulsory subjects and 2 elective subjects for their graduation exam.

The 2018 general education program also requires systematic and synchronous innovation of national exams with regular and periodic assessment during the teaching and learning process.
