On the evening of December 10, the Investigation Police Agency of District 4 Police (HCMC) issued an emergency arrest warrant for Bui Thanh Khoa (40 years old, temporarily residing in Nha Be district) to investigate the act of intentionally causing injury.

The above incident occurred at around 7:20 a.m. on December 9. Ms. QTTA (23 years old, residing in District 1) was riding a motorbike on Khanh Hoi Street, heading from District 7 to District 4. When reaching the section belonging to Ward 4, District 4, Khoa was riding a motorbike and forced Ms. A's motorbike into the guardrail in the middle of the road, causing Ms. A's motorbike to collide with Khoa's motorbike.

At this time, Khoa stopped the car and used his hand to repeatedly hit Ms. A's face. When Ms. A fell into the railing in the middle of the road, Khoa used his elbow to hit Ms. A's head and used his foot to kick her face.

Ms. A stood up, Khoa continued to hit Ms. A with his hands, until a 16-seat driver going in the opposite direction intervened, then Khoa stopped and got in the car and left.

After being beaten and injured by Khoa, Ms. A. went to the police station in Ward 4, District 4 to report the incident and went to District 4 Hospital to have her injuries examined. District 4 Hospital determined that Ms. A. suffered trauma, swelling in her right cheekbone, and bruising of the oral mucosa around her lips.

The District 4 Police Investigation Agency determined that Khoa's behavior in beating Ms. A. showed hooliganism, aggression, and disregard for the law.
