According to Deputy Minister of Health Tran Van Thuan, recently, the Ministry has received reports of violations by a number of medical examination and treatment facilities in the procurement and bidding of traditional medicine and the advance payment of health insurance medical examination and treatment costs.

To prevent and stop violations of the law on health insurance, and to combat fraud and profiteering from the health insurance fund, the Ministry of Health requests heads of units to review and strictly implement the quarterly advance payment of health insurance medical examination and treatment costs.

Specifically, the Ministry of Health requires that the preparation of the final settlement report on health insurance medical examination and treatment costs for the previous quarter sent to the Social Insurance agency to advance health insurance medical examination and treatment costs must comply with the regulations on the time limit, number of requests for advance payment and the regulations in Clause 01, Article 32 of the Law on Health Insurance as amended and supplemented by Law No. 46/2014/QH13 and Law No. 51/2024/QH15.

The submission of data requesting payment and settlement of monthly and quarterly health insurance examination and treatment costs must also be timely in accordance with the provisions of Clause 2, Article 32 of the Law on Health Insurance as amended and supplemented by Law No. 46/2014/QH13 and Law No. 51/2024/QH15, Circular No. 48/2017/TT-BYT of the Minister of Health regulating the transfer of electronic data in the management and payment of health insurance examination and treatment costs.

Regarding the supply of drugs and medical equipment, the Ministry of Health requires strict implementation of regulations on procurement and bidding, ensuring publicity and transparency, and preventing abuse to increase drug prices, especially for herbal medicines, traditional medicines, traditional medicinal ingredients and medicinal herbs.

Medical examination and treatment facilities are responsible for ensuring adequate and timely supply of medicines and medical equipment for patients participating in health insurance in accordance with the provisions of law, ensuring the rights of the people.

In particular, the Ministry of Health requires heads of units to urgently direct and organize the strict implementation of the above requirements and take responsibility for the implementation at the units and localities under their management.
