
The Ministry of Construction has just requested the People's Committee of Lam Dong province to direct the People's Committees of communes and local functional units to focus on completing compensation procedures, land recovery, and relocation of technical infrastructure systems in August 2025, so that contractors have a clean site to deploy the construction of upgrading National Highway 28B.
According to the Ministry of Construction, if the locality fails to complete the handover of the site according to the above progress milestone, the project will hardly be able to meet the completion schedule in 2025 and disburse all the capital allocated in the medium-term public investment plan for the period 2021 - 2025 (about 5 months left), there is a risk of having to stop implementation, and the capital will be adjusted to focus on key national projects, according to the direction of the Prime Minister .
Previously, SGGP Newspaper reported that the project to upgrade National Highway 28B, 68km long, connecting the center of Lam Dong province with the coastal area, started in April 2024, with a total investment of 1,435 billion VND.
The project starts at Luong Son commune (intersection of National Highway 1) and ends at Ninh Gia commune (intersection of National Highway 20). After more than 1 year of construction, the project is at risk of being behind schedule.

According to the schedule, the project is divided into two packages, package XD01 (42km long) from Km0-Km42 is expected to be completed in May 2026.
Package XD02 from Km42-Km69 is expected to be completed and put into use on October 15, 2025. However, the construction site of this package is still very messy, with a high risk of delay.

According to the Vietnam Road Administration (project investor), up to now, the project has handed over 61.7km/68km of land (91%) for construction implementation.
However, there are still 6.3km/68km that have not been handed over; some technical infrastructure works have not been relocated (4.3km of water pipes, 100 electric poles of various types and railway signal lines at pier M2 of the railway overpass).

Regarding land acquisition procedures, there are currently 23.21 hectares of land that have not yet had their site clearance plans approved (of which: 16.19 hectares are owned by 3 organizations, 535 households and 7.01 hectares are public land).
The problems are currently concentrated in the communes of Luong Son, Song Luy, Phan Son, Ta Hine, and Ninh Gia (Lam Dong province).
