According to Point d, Clause 1, Article 203 of the Penal Code: Anyone who encroaches or occupies sidewalks or roads, obstructing road traffic, causing loss of life or serious damage to the health or property of others shall be subject to a fine of 5 to 30 million VND, non-custodial reform for up to 2 years, or imprisonment from 3 months to 3 years.
