
On October 4, Deputy Prime Minister Tran Hong Ha signed Official Dispatch No. 186/CD-TTg of the Prime Minister sent to the Chairmen of the People's Committees of localities and relevant ministries and branches, requesting the synchronous implementation of measures to respond to storms, floods, and avoid unexpected situations.
Accordingly, the Prime Minister requested the Chairmen of the People's Committees of relevant localities to direct the assurance of safety for ships and vehicles at sea, safety of activities at sea, on islands, inshore and on land (especially paying attention to prevent storms occurring before the storm and ensuring safety for tourism activities in the Bay); protection of houses, warehouses, schools, hospitals, dykes, dams (prioritizing places where incidents have not been resolved); production, business, aquaculture, at the same time, reviewing and evacuating people, being ready to rescue when bad situations occur.
Focus on directing the synchronous implementation of measures to respond to floods, flash floods, landslides according to functions, tasks and authority; review "four on-site" measures, arrange forces, materials, machinery and equipment in key areas to be ready to immediately handle incidents, not to be passive or surprised.
In Lao Cai, the Chairman of the Provincial People's Committee urgently inspected and coordinated with the police to evacuate households in areas at risk of landslides in Bao Ha commune. The Prime Minister also assigned the Ministry of Agriculture and Environment to direct the hydrometeorological forecasting agency to closely monitor regularly, consult and update international forecast results and based on experience from recent storms and floods to forecast as accurately as possible the developments of storms, rain, and flows in river basins and reservoirs; delimit landslide risk areas and promptly notify.
By 10:00 a.m. on October 4, the Hai Phong Border Guard Command had coordinated to count and notify 1,603 vehicles/4,488 workers, including: fishing boats 1,180 vehicles/3,474 workers; passenger ships 328 vehicles/836 workers; transport ships 13 vehicles/38 workers; 82 other vehicles with 140 workers; 171 rafts/233 workers; 3 watchtowers/6 workers operating and anchored to know the storm's developments to proactively prevent; 1,322 vehicles/3,402 workers have anchored at the port; 281 vehicles are operating.
According to a quick report from the Thanh Hoa Provincial Border Guard Command, as of 3:00 p.m. on October 4, the entire province still had 572 vessels with 3,494 workers operating at sea. Of these, 16 boats and 82 workers were operating in the waters of Quang Ninh province; 33 vessels and 220 workers were operating in the fishing grounds of Hai Phong; 11 ships and 49 workers were operating in the waters of Ninh Binh province...
All vehicles operating at sea have been informed about natural disasters and are in regular contact with authorities, families, and local governments.
With 419 vessels and 2,231 workers catching seafood on fishing grounds from Thanh Hoa to Ha Tinh provinces, most of them returned to shore during the day. Thanh Hoa province also directed localities, agencies and units to deploy measures to protect houses, warehouses, educational and medical facilities, dykes, dams, production, business and aquaculture activities.
Organize to review, proactively evacuate and relocate households in dangerous areas to safe places, especially areas at risk of flash floods, landslides, and deep flooding; ensure all essential living conditions for people at the evacuation site.
On October 4, Chairman of the People's Committee of Hung Yen province Nguyen Khac Than requested localities, departments, branches and local information and communication departments to focus on plans to prevent and combat storm No. 11.
Accordingly, the Provincial Military Command is required to preside over and coordinate with the People's Committees of coastal communes and relevant units to implement a sea ban from 5:00 p.m. on October 4.
By 9:00 p.m. on October 4, by all means, call, count, and guide ships and boats to safe shelters; arrange means to avoid collisions and sinking of ships at anchorages.
In addition, the People's Committees of communes and wards ensure the safety of people and property in the embankment areas along river mouths and coastal areas to prevent high tides from causing overflows and breaches of embankments and dikes.
