Accelerate, break through, and complete socio-economic goals by 2025

Prime Minister Pham Minh Chinh requested central and local ministries, branches and localities to mobilize all their hearts and efforts to accelerate, make breakthroughs, and strive to achieve the highest socio-economic targets for 2025.

On the morning of October 5, in Hanoi, Prime Minister Pham Minh Chinh chaired an online conference with localities on the socio-economic situation in the first 9 months of 2025. Permanent Deputy Prime Minister Nguyen Hoa Binh attended.

According to the Ministry of Finance , the socio-economic situation in the first 9 months of 2025 continued to achieve many positive results. Notably, economic growth reached a high level, at 8.22%. This is the highest growth rate in the same period since 2011.

Total state budget revenue in the first 9 months was nearly 1.92 million billion VND, reaching over 97% of the year's estimate and increasing 27.9% over the same period last year.

The industrial sector tends to recover. The processing and manufacturing industry increased by 9.92% in the first 9 months, meeting the scenario (9.9%). Import and export in the first 9 months reached over 680 billion USD, up 17.3% over the same period.

Production and business, growth drivers continue to be actively promoted. The number of newly registered and re-operated enterprises in the first 9 months reached over 231,300, up 26.4%. The total additional capital of operating enterprises was 3.3 quadrillion VND, up 186.5%. FDI attraction in the first 9 months reached 28.54 billion USD, up 15.2%.

In the first 9 months of 2025, the socio-economic situation of Lam Dong province in particular and the whole country in general achieved many positive results.

However, in the first 9 months of the year, the macro economy has been under a lot of pressure from the outside. New growth drivers are in the early stages and need time to create changes. The issue of perfecting institutions and laws has been given attention and direction but still has problems and has not kept up with development requirements.

Natural disasters occur continuously on a large scale, causing heavy damage in many localities. Investment capital disbursement is still low. The two-level local government model still has some difficulties and problems.

At the conference, many ministries, branches and localities proposed to the Government the following contents: early approval of policies for a number of large projects; attention to local infrastructure after the merger; solving the problem of intra-provincial and inter-regional traffic connections...

Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that the target for 2025 is for the country's GRDP to grow by 8.3-8.5%. To achieve this figure, in the fourth quarter, ministries, branches, central and local governments must accelerate and make breakthroughs with the spirit of "actively strengthening, striving for success, not leaving the people behind, being diligent, creative, and highly effective".

Ministries and sectors continue to implement proactive, flexible, timely and effective monetary policies and identify key points. Fiscal policies need to further promote their role in promoting growth, especially promoting public investment, tax exemptions and reductions, and issuing project bonds...

The Prime Minister requested to promote domestic consumption and strongly develop the domestic market. Ministries, sectors and localities actively and effectively implement promotional programs, discounts, fairs, tax and fee exemptions, and improve the quality of goods and services.

Ministries, branches and localities must speed up the progress of key projects. Difficulties and obstacles in long-standing projects must be focused on and resolved.

The Prime Minister emphasized that to achieve good results, first of all, localities must effectively operate the two-level local government model.

Ministries, branches and localities must promptly remove difficulties and obstacles, strengthen inspection, guidance and professional training. Payment of benefits and policies for those who have left their jobs must be completed before October 10.

The grassroots government focuses on reviewing and arranging commune officials with appropriate expertise, improving the quality of officials, in order to increase effectiveness and efficiency in the operation process.
