Risk of heavy rain in the North, Hoa Binh Hydropower Plant opens a bottom spillway gate

The Ministry of Agriculture and Environment requires localities in the downstream areas of the Da River and Red River to notify people early to proactively prevent natural disaster risks.

According to the urgent dispatch, the water discharge was carried out in the context that the water level in the upstream of Hoa Binh Lake on the morning of July 9 had reached 105.97m, the water flow into the lake was 3,860m³/second, while the total discharge to the downstream only reached 2,315m³/second.

Hoa Binh Hydropower Company is responsible for closely monitoring the flood situation, lake water level and construction safety, and regularly updating the Department of Dyke Management and Disaster Prevention.

The Ministry of Agriculture and Environment has sent a document requesting 6 provinces and cities including Phu Tho, Hanoi, Bac Ninh, Hai Phong, Hung Yen and Ninh Binh to urgently notify authorities at all levels, people living along the river, aquaculture facilities, ferry terminals, inland waterway vehicles, etc. to take measures to ensure safety in the event of water discharge from hydropower plants. Localities must be ready to handle unusual incidents and promptly report if there is a situation beyond control.

The dispatch of the Ministry of Agriculture and Environment was issued after the National Center for Hydro-Meteorological Forecasting warned that from the night of July 9 to 12, the North will have widespread heavy rain, especially in mountainous and midland areas where there will be very heavy rain, with common rainfall of 30-70mm, many areas may exceed 150mm; increasing the risk of localized flooding, flash floods, landslides on slopes, low-lying areas, urban areas and industrial zones. From the evening of July 10, the heavy rain area will expand to the entire North, accompanied by extreme phenomena such as tornadoes, lightning, and strong gusts of wind.
