Vietnam - Korea relations develop well
Vietnam and South Korea established diplomatic relations on December 22, 1992. After 33 years, the relationship between the two countries is developing well in many fields, especially after officially upgrading the relationship to Comprehensive Strategic Partnership on the occasion of the 30th anniversary of the establishment of diplomatic relations in December 2022.
Delegation activities and high-level and all-level contacts took place bustlingly, contributing to strengthening political trust. Notably, General Secretary To Lam paid a State visit to Korea in August 2025, the two sides adopted a Joint Statement on deepening the Vietnam-Korea Comprehensive Strategic Partnership; agreed to continue to coordinate effectively and on schedule to implement the Action Program to implement the Vietnam-Korea Comprehensive Strategic Partnership.

The visit of General Secretary To Lam opened up new cooperation opportunities between the two countries in a number of key areas such as science and technology, strategic infrastructure development, high-tech agriculture and sustainable development cooperation, and climate change response. President Lee Jae Myung affirmed that the Vietnam-Korea Comprehensive Strategic Partnership is especially important in the overall relations with Asian countries. The two countries' senior leaders agreed to make science and technology, innovation, digital transformation and human resource training become new pillars of bilateral relations; agreed to coordinate in developing strategic technology industries, promote cooperation in the fields of digital transformation, artificial intelligence, and build digital innovation policies.
Also this year, President Luong Cuong attended the APEC 2025 Summit Week and held bilateral meetings in South Korea (November 2025); Prime Minister Pham Minh Chinh met with South Korean President Lee Jae Myung on the sidelines of the 47th ASEAN Summit in Malaysia (October 2025) and National Assembly Chairman Tran Thanh Man met with South Korean National Assembly Chairman Woo Won Shik in Switzerland (July 2025) on the occasion of attending the World Conference of Speakers of Parliament.
Currently, Korea continues to be one of Vietnam's leading economic partners, especially in the fields of trade, investment, and ODA. Korea is the number 1 investment partner; the number 2 tourist market; the number 2 ODA provider; the number 3 trade partner; and the number 3 labor receiving market of Vietnam.
In terms of trade partners, South Korea is only behind China and the United States, being Vietnam's third largest export market and second largest import market. By October 2025, two-way trade turnover will reach 73.2 billion USD, up 8.1% over the same period in 2024; of which Vietnam will export 23.8 billion USD (up 12%), and import 49.4 billion USD (up 6.3%).
Regarding investment, as of October 2025, Korea continues to be the largest investor in Vietnam with 10,329 projects, total registered capital of 94.3 billion USD, accounting for more than 23% of the total number of FDI projects and 18% of the total registered FDI capital. Korea's investment focuses on important areas such as processing and manufacturing industry, high technology, electronics, automobiles and auto parts, construction, real estate, etc.
Regarding development cooperation, Vietnam continues to be Korea's top priority partner in providing ODA capital through the Economic Development Cooperation Fund (EDCF) under the Export-Import Bank of Korea (KEXIM).
The two sides closely cooperate and support each other in regional and international forums such as the Association of Southeast Asian Nations (ASEAN), the United Nations, the Asia-Pacific Economic Cooperation (APEC), the Mekong Sub-region, etc.; and are ready to actively participate in the international community's joint efforts to address traditional and non-traditional security issues as well as global challenges.
Strong and substantive parliamentary cooperation achieves many new results
In the overall bilateral relations, the relationship between the legislative bodies of the two countries in recent years has developed strongly, substantially and achieved many new results, playing an important role, contributing to deepening the Vietnam - Korea Comprehensive Strategic Partnership. The two sides regularly hold talks, contacts, and exchanges delegations of the National Assembly and Committee levels, and Parliamentary Friendship Groups. The two sides also regularly exchange and share experiences in areas within the functions and tasks of the two countries' National Assemblies, promote economic diplomacy, support National Assembly deputies of the two countries to increase the exchange of information and operational experience, coordinate supervision and promote the two countries' Governments to effectively implement signed cooperation agreements.
Vietnamese Ambassador to the Republic of Korea Vu Ho affirmed that parliamentary cooperation holds a particularly important position in the Vietnam-Korea relationship. Accordingly, parliamentary cooperation is a channel to convey the political will of the people of the two countries, wishing for the bilateral relationship to develop healthily, sustainably, and towards the future.
Not only at the bilateral level, the two countries' National Assemblies also cooperate closely and support each other at multilateral parliamentary forums such as the Inter-Parliamentary Union (IPU), the ASEAN Inter-Parliamentary Assembly (AIPA), the Asia-Pacific Parliamentary Forum (APPF), etc., actively contributing to maintaining peace, security and stability in the region and the world.
"This is a manifestation of multi-level cooperation, profound in content, comprehensive in activities and rich in form." Emphasizing this, Ambassador Vu Ho also pointed out that through regular contacts, meetings and exchanges, the leaders of the National Assembly of the two countries have been creating a favorable environment for coordinating stances, legislative cooperation, and coordinating joint activities in the region and in the international arena. This is also a step to support the joint activities of the Governments, businesses and people of the two countries in the process of interaction for peace and prosperity of the two nations.
"It can be said that the relationship between the two National Assemblies in recent times has covered all areas of cooperation between Vietnam and Korea, and has also shown the close and open relationship between the leaders of the two countries," Ambassador Vu Ho shared.
Higher political trust, more comprehensive cooperation
The visit to Vietnam of South Korean National Assembly Speaker Woo Won Shik and his wife is of great significance to the two countries.
Regarding Korea, Ambassador Vu Ho said that the visit demonstrated Korea's strong political determination in deepening and substantively implementing the Vietnam-Korea Comprehensive Strategic Partnership; continued to affirm the important role of parliamentary diplomacy in the overall relationship between the two countries; and at the same time sent a strong message of political trust, strategic cohesion and a common vision towards peace, stability and prosperity in the region.
For Vietnam, the visit demonstrates Vietnam's consistent policy of always attaching importance to the cooperative relationship with Korea; wishing to deepen the bilateral relationship with higher political trust, more comprehensive cooperation, and increasingly deeper and closer exchanges and understanding between the two countries; promoting mutually beneficial cooperation in substantive areas of cooperation such as defense, security, economy, science, technology and expanding new areas of cooperation commensurate with the comprehensive strategic partnership between the two countries; strongly spreading the message that Vietnam continues to innovate, entering an era of development, wishing to have comprehensive, extensive, timely and effective companionship and support from international friends, especially from comprehensive strategic partners, including Korea.
The visit will also strengthen cooperation between the two countries' parliaments and promote Vietnam-Korea relations through parliamentary diplomacy. Ambassador Vu Ho said that within the framework of the visit, the Speaker of the Korean National Assembly will hold talks and high-level contacts with leaders of the National Assembly, the Party and the State of Vietnam; attend a number of parliamentary exchange activities, and economic and cultural events to promote substantive cooperation between the two countries. The Korean delegation will also meet with the Korean business community investing in Vietnam and discuss new cooperation directions.
"The visit of the Speaker of the National Assembly of the Republic of Korea brings about profound expectations for the relationship between the two countries. The content of the high-level exchanges is both symbolic of the comprehensive strategic partnership entering a period of blossoming, and has profound strategic significance, concluding a successful year, creating a premise for strong development next year. At the same time, the presence of the National Assembly leaders at the exchange events will also be a great source of encouragement for the National Assembly, the business community and the people of the two countries to continue to strive and contribute to the increasingly strong Vietnam-Korea relationship," Ambassador Vu Ho believes.
