On the morning of November 21, Deputy Secretary of the City Party Committee, Chairman of the People's Council, Chairman of the Ho Chi Minh City Election Committee Vo Van Minh chaired a conference to deploy the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term in the area.
The meeting was attended by Permanent Vice Chairman of the Ho Chi Minh City People's Council Nguyen Van Tho, Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Manh Cuong, members of the Steering Committee, Election Committee and representatives of communes, wards and special zones.
At the conference, Vice Chairman of the Ho Chi Minh City People's Council Nguyen Truong Nhat Phuong deployed instructions on determining the structure, composition and allocation of the number of people recommended to run for People's Council deputies at all levels for the 2026-2031 term.
The proposed structure, composition, and allocation of the number of candidates nominated for election as People's Council delegates in each administrative unit must ensure democracy, impartiality, objectivity, transparency, and focus on quality, selecting delegates who are exemplary in terms of qualities, ethics, prestige, and intelligence.

At the same time, the candidate list must ensure a reasonable structure in terms of the number of delegates. In particular, female candidates must account for at least 35% of the candidate list, striving to achieve a 30% winning rate.
Non-Party candidates should strive to make up at least 10% of the official list of candidates for People's Council deputies at each level. Young candidates (under 40 years old) should make up at least 15%; People's Council deputies for the 2021-2026 term should strive to make up at least 30%.
At the conference, representatives of the Department of Home Affairs presented the plan to organize the election of deputies to the 16th National Assembly and City People's Council deputies for the 2026-2031 term. The official election is scheduled to take place on Sunday, March 15, 2026.
The establishment of the Election Committee must be completed before January 31, 2026. It is expected that the number of National Assembly deputies elected in Ho Chi Minh City will be 38; the number of deputies to the new City People's Council will be 125; the number of deputies to the People's Council at the commune level will be determined according to the population of each administrative unit.

In his concluding remarks, Chairman of the Ho Chi Minh City People's Council Vo Van Minh requested Party committees, authorities, the Fatherland Front and mass organizations from the city to the grassroots level to focus on directing and enhancing the leadership role of Party committees and authorities.
Party committees must consider election work as a key political task, ensuring absolute, direct, consistent, and comprehensive leadership. Party committees, especially at the grassroots level, must organize and disseminate this spirit in a unified manner, without negligence or subjectivity.
The Chairman of the People's Council of Ho Chi Minh City also requested units to urgently implement the proposed structure, composition, and allocation of the number of people nominated to run for the People's Council. The quality and structure of the delegates need to be focused on.
Agencies and units must seriously and correctly implement the consultation conference process according to the law and guiding documents of the Central Government, ensuring the selection of truly exemplary candidates, with sufficient virtue and talent, representing the will and aspirations of the people.
