Through following the news on the mass media of the Central and the province, I completely agree with the policy of arranging administrative units and building a 2-level local government. Building a 2-level local government (province and commune, eliminating the district level) helps reform the administrative apparatus, reduce overlap, save budget, improve effectiveness and efficiency in state management.
According to the Project on rearranging commune-level administrative units of the province in 2025 approved by the Provincial Party Executive Committee, Tam Dao district will establish 3 new commune-level administrative units from 9 commune-level administrative units.
This not only helps streamline the state administrative apparatus, shorten the gap between the higher-level government and the people, transfer resources to the commune level, but also creates development space for the newly established commune. I have read and studied the Project on the arrangement of commune-level administrative units in 2025 of the province approved by the 17th Provincial Party Executive Committee on April 16, 2025. According to the Project, Vinh Phuc will arrange 121 communes, wards and towns to establish 36 new commune-level administrative units. Of which, Ngu Kien commune will be merged with An Nhan, Vinh Thinh and Vinh Phu communes to form Vinh Tuong 3 commune. I completely agree with this arrangement plan, because this is an inevitable trend for the country to develop further.
However, after the administrative unit reorganization, the area of new communes will expand, the population will change, and security, military, and national defense issues will need innovation in direction and management. Therefore, I am very interested in the issue of arranging and organizing the staff, civil servants, and public employees after the administrative unit reorganization, especially the staff in charge of military affairs in the communes.
I hope that Party committees and authorities at all levels need to study and arrange a team of military and defense officers with capacity and professional qualifications in communes suitable to the actual situation to ensure local tasks.

Through the mass media, I have grasped and agreed with the Party and State's policy on arranging administrative units, building a two-level local government, not organizing the district level, and continuing to merge communes and wards.
This is a necessary task, however, I hope that during the merger process, all levels and sectors will consider historical and cultural factors, combined with development space. Through research and study, I agree with the draft Project on the arrangement of commune-level administrative units in 2025 of the province and the Project on merging the three provinces of Vinh Phuc, Phu Tho, and Hoa Binh. In the near future, many communes, wards, and towns in the province will merge and abolish district-level administrative units.

I have been informed about the Project on rearranging commune-level administrative units in 2025 of the province that has just been approved. Accordingly, Vinh Phuc will rearrange 121 current communes, wards and towns into 36 new commune-level administrative units, including 32 communes and 4 wards, reducing 85 commune-level administrative units. Lien Chau commune will be merged with Dai Tu commune and Hong Chau commune to form Yen Lac 1 commune, the political - administrative center is located in Lien Chau commune today.
After studying the Project and information about the policy of administrative unit arrangement, I completely agree and support. However, the arrangement of administrative units may change many documents related to the people in a very large number, the workload of the new apparatus will increase.
Therefore, we hope that Party committees and authorities at all levels will pay attention to arranging enough virtuous and truly capable cadres and promptly issue timely and appropriate mechanisms, policies and regulations to operate the administrative apparatus quickly, conveniently and effectively.
At the same time, pay attention to creating conditions and providing maximum support for people to convert administrative documents after the arrangement, ensuring that civil transactions are not interrupted and do not affect people's rights.

According to the draft Project on the arrangement of commune-level administrative units in 2025 of the province and the Project on merging the three provinces of Vinh Phuc, Phu Tho, and Hoa Binh, in the near future, many communes, wards, and towns in the province will be merged and the district-level administrative units will be abolished. After that, the three provinces of Vinh Phuc, Phu Tho, and Hoa Binh will be merged to form a new province and the administrative center will be located in Phu Tho.

This is an objective and inevitable requirement when the country enters a new era of integration and development. When the apparatus is streamlined and no longer cumbersome, it will contribute to reducing staff, reducing regular expenditures, increasing investment expenditures for social reconstruction, and providing more resources to care for people's lives.
After the merger, the conversion of documents of individuals, organizations and businesses due to changes in boundaries and names of administrative units is an issue of particular concern to the people. All levels and sectors should research and issue policies to exempt and reduce fees and charges, helping people reduce costs incurred when carrying out administrative procedures related to document conversion, improving service efficiency and people's satisfaction.

The Provincial Party Executive Committee, term XVII, 2020-2025, has approved the Project on rearranging commune-level administrative units in 2025 of the province. Accordingly, 121 current communes, wards and towns will be rearranged to establish 36 new commune-level administrative units. Song Lo district is expected to merge into 4 communes, including: Song Lo, Song Lo 1, Song Lo 2, Song Lo 3.
I think this is a correct policy, of great significance, which can expand the development space for localities, thereby improving the material and spiritual life of the people. The proposed names of the new administrative units are also suitable, short, and easy to remember, so the people fully support it.
However, besides the positive aspects, the merger of administrative units will face many difficulties and challenges in ensuring security and order due to the large area and large population. Therefore, I hope that the Party committees, authorities at all levels, and functional agencies will have effective plans and measures in ensuring security and order.
Regularly promote and diversify propaganda measures to raise people's awareness of the law.
