Provincial Party Committees have concretized and institutionalized the principle of collective leadership and individual responsibility; clearly defined the functions, tasks, and powers of Party Committees, collective leadership of agencies, units, heads, and each individual. At the same time, many documents have been issued to clearly define the responsibilities, tasks, and powers of collectives and individuals.
For many years, the Yen Son District Party Committee has always considered the leadership work to implement the principle of collective leadership and individual responsibility as a continuous task, contributing to building a clean and strong Party and political system. The Executive Committee, the Standing Committee of the District Party Committee, and the Standing Committee of the District Party Committee leading grassroots Party organizations must always review, revise and perfect the Working Regulations of the Party Committee in accordance with reality and changes in personnel, organization and cadres. The Working Regulations specifically stipulate the matters and issues that need to be brought to the collective for discussion, decision and responsibility; the personal matters, in which the head is proposed or decided, and is responsible for his/her proposals and decisions, serving as a basis for inspection, supervision and control of the power of the collective and individuals. By implementing the principle of collective leadership and individual responsibility, many party organizations, agencies and units have promoted the spirit of democracy, openness, transparency, solidarity and high unity in the collective leadership, contributing to fighting against individualism and group interests. This is even an effective solution for cross-supervision of leaders, members of the Standing Committee and members of the Executive Committee.

For many years, the Party Committee of Tu Quan commune has always put this principle first in its leadership. Thanks to that, the situation at the grassroots level is grasped promptly. Cadres, civil servants, and party members from the commune to the village are assigned to undertake specific tasks, are in charge of the Party cell, the village, and the household, so that no matter what happens in the village, the village and commune cadres are able to grasp it promptly to report to their superiors, not to be passive. All tasks are agreed upon in the Standing Committee of the Party Committee of the commune, the Standing Committee of the Party Committee, then discussed and consulted with the Executive Committee of the Party Committee of the commune. After that, each member of the Executive Committee of the Party Committee of the commune is assigned specific tasks. For example, recently, when the Commune Military Service Council deployed a review of young people of military service age in 2024, the Commune Party Committee assigned each member of the Commune Party Committee to direct the Party cell secretary, village chief, and village team leader to keep a close eye on young people who are working far away or studying and are of military service age to notify them to be present in the locality as prescribed. Members of the Commune Military Service Council also went to each village to mobilize and grasp the situation. Thanks to that, the work of mobilizing young people of military service age to undergo military service selection has been carried out smoothly.
In party organizations in enterprises, this principle is also emphasized in leading the implementation of production and business tasks and professional tasks. Comrade Nguyen Ngoc Pham, Party Committee Secretary, Chairman of the Board of Directors and Director of Road Joint Stock Company 232 shared that the Party Committee of the company has 5 members, each of whom is assigned to be in charge of a specific field or area. When assigned, that comrade has full authority to resolve and is responsible for his/her decisions in the assigned field or area. The heads of specialized departments are also assigned authority over the department's field and are responsible to the company's Board of Directors for decisions and work results. In the leadership of the company's work, from finance, bidding, purchasing equipment and machinery to human resources, all are discussed and agreed upon by the Standing Committee, the Party Committee Standing Committee, and the Party Executive Committee before being deployed to the company's staff, employees and workers.
In party organizations in mountainous, remote and isolated areas, implementing the principle of collective leadership and individual responsibility has helped the party cell lead smoothly, promoting the pioneering spirit and responsibility of party members. Comrade Ngo The Cat, Party cell secretary and head of Na Liem village, Thuong Lam commune (Lam Binh) said that by implementing the principle of collective leadership and individual responsibility, many difficult tasks of the party cell have been effectively implemented, such as supporting poor households to borrow capital for economic development and support for housing construction. The most typical example is that the party cell assigns each party member to be in charge of 2 poor households. Currently, the whole village has 50 poor households according to the multidimensional poverty criteria. Many poor households have been actively helped by party members, socialized to mobilize support for trees, seedlings, and working days to build houses. It is expected that by the end of this year, the village will have 44 households escape poverty.
Pay attention to building, amending and supplementing working regulations.
In addition to the clear results in implementing the principle of collective leadership and individual responsibility, in reality, the implementation of this principle in some places is still limited. This can be seen in recent cases and incidents, where leaders, civil servants, some grassroots party organizations, and party members have been subject to disciplinary action, even prosecuted and brought to trial. One of the reasons for these violations is the violation of the principle of democratic centralism, confusing the authority and responsibility of the head of the Party Committee with the head of the agency or unit.
According to comrade Do Hung Duc, Standing Deputy Secretary of Yen Son District Party Committee, in order to better implement the principle of collective leadership and individual responsibility, Party committees at all levels need to pay attention to building, amending and supplementing working regulations to effectively implement and supervise the implementation of this principle, in which it is necessary to clearly stipulate which work must be discussed and decided by the Party committee and the agency's leadership, and which work must be resolved by the head of the Party committee and the agency's head. This is the core and most important solution to ensure strict implementation of the principle of collective leadership and individual responsibility.
In addition, it is necessary to promote the exemplary role, the spirit of daring to speak, daring to do, daring to take responsibility of the heads of Party committees, heads of agencies, units and cadres and Party members; clearly define the relationship in solving work; seriously implement the regime of self-criticism and criticism, resolutely fight against the phenomena of lack of democracy and formal democracy. At the same time, each individual, even though assigned authority under the regime of a leader, must clearly realize that he is an individual in the leadership collective and respect the leadership of the collective and of superiors, regularly practice political qualities, courage, and strictly "self-examine and self-correct".
