(Baothanhhoa.vn) - Building model residential areas that meet security and order standards is identified as playing an important role in raising the awareness and responsibility of the people in combating and preventing crime, thereby contributing to the effective implementation of the "All People Protect National Security" movement.

The "Camera for Security" model in Ba Thuoc commune has proven effective in crime prevention and control.

To mobilize the collective strength of the entire population in the work of detecting, combating, and reporting crime, many localities in the province have coordinated with the police force to develop and maintain various models for security and order. Through this, this activity has become a widespread movement, attracting a large number of people from all walks of life to participate, contributing to maintaining stability in security and order at the grassroots level.

For example, Hac Thanh ward and Quang Phu ward are leading localities in building and maintaining models such as "Security and Order Assurance Linkages"; "Family Clans and Security and Order"; "Peaceful Religious Communities, Culturally Advanced Families"; "Self-Governing Lodging Clubs for Security and Order"; "Neighborhoods Free from Domestic Violence"; "Managing and Educating Delinquent Youth with Signs or Risks of Violating the Law"...

Along with the above models, other localities have also replicated the "Security Surveillance Camera" model. Through data exploitation, the camera system has initially proven effective, providing strong support for the verification, investigation, and handling of crimes, especially in identifying vehicles, perpetrators, time, and location of crimes... In 2024 alone, the police force in the area conducted 1,028 instances of extracting images and data to serve the investigation and discovery of cases and the handling of violations of the law, contributing to the verification and clarification of 152 cases related to security and order...

In the former town of Cành Nàng, now Bá Thước commune, to implement self-governing models for security and order in villages and neighborhoods, the Fatherland Front and other organizations, in coordination with the police force, have built a core force consisting of village heads, Fatherland Front working committees, veterans, youth union members, etc.

The self-governing security and order teams operate by monitoring the situation, promptly detecting emerging issues at the grassroots level, organizing mediation, or proposing solutions to prevent complex problems from arising. Through these self-governing teams, the police force has been able to promptly detect, prevent, and combat violations of the law, maintaining security and order right in the residential area, preventing violations from escalating and causing negative public opinion among the people...

To date, the former Cành Nàng town has established over 20 security and order teams, 50 social security teams, and 7 self-governing models for security and order. To further enhance the effectiveness of these models in the future, the locality has determined to continue improving the coordinating role of the Fatherland Front and political and social organizations in model development; to strengthen propaganda and mobilization efforts, and to promote the creativity of the people in the "All People Protect National Security" movement. This will lead to the development and diversification of more effective models and methods, contributing to curbing and reducing various types of crimes, social evils, and violations of the law, creating a healthy and stable environment to promote local socio-economic development.

It can be affirmed that the forces participating in maintaining security and order at the grassroots level generally demonstrate a high sense of responsibility, maintain close ties with the community, and closely coordinate with and support the commune and ward-level police in the province in carrying out their duties. Given this important role, on November 28, 2023, at the 6th session of the 15th National Assembly, the Law on Forces Participating in Maintaining Security and Order at the Grassroots Level was passed. The law came into effect on July 1, 2024.

In Thanh Hoa province, implementing the Law on Forces Participating in Protecting Security and Order at the Grassroots Level, localities have so far launched security and order protection teams at the village, hamlet, and residential group levels, with 4,351 teams and 13,053 participants. These teams were established by consolidating three forces: the team leader and deputy team leader of the civil defense team; part-time commune police officers; and neighborhood security guards. Generally, the grassroots security and order protection forces in the province consistently demonstrate a high sense of responsibility, overcoming difficulties and hardships to stay close to their assigned areas, actively supporting commune police forces in effectively carrying out security and order maintenance tasks; proactively detecting violations of the law, notifying and assisting the police in apprehending suspects, thereby preventing and resolving security and order-related incidents at the grassroots level...

In addition to the above tasks, the security and order protection teams are also a powerful and elite mass force, an extension of the police force in ensuring security and order and building the "All People Protect National Security" movement; worthy of the trust of the Party, the State and all strata of the people, contributing to promoting socio-economic development in each locality.
