The Government has just issued a Decree regulating the functions, tasks and powers of the National University. Accordingly, this Decree applies to the National University, agencies, organizations and individuals related to the management and operation of the National University.
According to Article 2 of the Decree, the National University is a public university education institution managed by the Ministry of Education and Training, has legal status, has its own account and uses a seal with the National Emblem.
National universities have the function of training at all levels of university education, scientific research and high-quality multidisciplinary and multi-field technology transfer; some training fields are leading in the country and highly ranked in the world.
National universities are under the state management of the Ministry of Education and Training, the Ministry of Science and Technology, other ministries, branches and People's Committees at all levels where the national universities are located according to the provisions of law.
What are the duties and powers of the national university?
National universities have the duties and powers prescribed in the Law on Higher Education; the Law amending and supplementing a number of articles of the Law on Higher Education; other provisions of law and provisions in this Decree.
Regarding the organization and personnel, managing the organization and personnel of the National University according to the provisions of law, the Regulations on organization and operation of the National University and member university educational institutions; Implementing the personnel work process to report to the Ministry of Education and Training to submit to the Prime Minister for appointment and dismissal of the Chairman of the National University Council, the Director of the National University, and the Deputy Director of the National University according to the regulations of the Party and relevant laws; Submitting to the Ministry of Education and Training for recognition of the National University Council according to the regulations of the Party and relevant laws.
The National University decides and reports to the Prime Minister and the Ministry of Education and Training on the addition and replacement of members of the National University Council (except for members specified in Point b of this Clause).
The National University also issues regulations on the working regime of lecturers and researchers in accordance with the law applicable to the National University to attract and promote high-quality human resources domestically and internationally; Decides to sign labor contracts with prestigious lecturers, scientists and experts domestically and internationally in accordance with the law to ensure the needs of teaching and scientific research; Decides to assign officials of the National University to participate in the management and operation of enterprises affiliated to the National University in accordance with the law.
Regarding training activities, the National University develops and improves the quality of university education to train high-quality human resources, meeting the requirements of socio-economic development, ensuring national defense and security; promotes international cooperation and integration to develop Vietnamese university education on par with the region and the world; develops training regulations for all levels of university education, reports to the Minister of Education and Training for promulgation in accordance with the provisions of the Law on Higher Education and relevant legal provisions.
The National University develops and implements practical, specialized, special, gifted, and talented training programs at all training levels to discover, train, and foster scientific and technological talents; implements training programs that have been implemented domestically abroad through international cooperation and association programs in accordance with the provisions of law.

National universities regulate tuition fees according to government regulations.
Regarding finance and assets, the Decree stipulates that the National University is a level I budget unit assigned by the Prime Minister to budget estimates; to uniformly manage the allocation and assignment of budget estimates to member units, units under and directly under the National University; to be responsible for accounting and budget settlement of the National University according to current regulations of the law on the state budget.
The National University manages, operates and inspects the unified finance and assets of the National University in accordance with the provisions of the law on the state budget, the law on management and use of public assets and relevant laws; Approves the financial autonomy plan of member units, units under and directly under the National University in accordance with the Government's regulations on the financial autonomy mechanism of public service units.
Notably, the national university regulates tuition fees in the national university according to the Government's regulations; Manages, operates, uses and shares financial resources, human resources, facilities and other resources assigned throughout the national university, ensuring organic, synchronous and effective; mobilizes social resources to build the national university into a research-oriented university education institution of regional and international stature; is given priority by the State for investment and development to carry out national strategic tasks and regional development tasks of the country.
National universities are accountable to the Government, the Prime Minister, ministries, branches, learners and society for the activities of national universities within the scope of their assigned functions, tasks and powers. These units work directly with ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally run cities to resolve issues related to national universities. When necessary, national universities report to the Prime Minister on issues related to the activities and development of national universities; provide information and reports to serve the inspection and examination activities of relevant ministries, branches and provincial People's Committees where national universities, member units, units under and directly under national universities are located in accordance with the provisions of law.
The Decree regulating the functions, tasks and powers of National Universities takes effect from September 1, 2025, replacing Decree No. 186/2013/ND-CP dated November 17, 2013 of the Government on National Universities.
Currently, the country has two national universities: Hanoi National University and Ho Chi Minh City National University. Previously, at the end of last year, in the document on the Government's Plan for Orientation to Arrange and Streamline the Organizational Structure, there was a content related to the arrangement of two national universities. Accordingly, the two national universities were proposed to be transferred to the Ministry of Education and Training for management.
