Vinh Tan 1 BOT Thermal Power Plant is a key project in the economic and trade cooperation between Vietnam and China. On November 16, 2006, under the witness of General Secretary Hu Jintao and General Secretary Nong Duc Manh, Southern Power Grid Company Limited (China) and the Ministry of Industry and Trade signed a memorandum of understanding on project development. The investment certificate for Vinh Tan 1 Thermal Power Plant was granted to Southern Power Grid Company Limited; the groundbreaking ceremony for Vinh Tan 1 plant was held in Hanoi.
The project applies the BOT model, with an expected operating and business period of 25 years, after which it will be unconditionally transferred to Vietnam. The project is developed by a consortium of investors, including China Southern Power Grid (CSG) with 55% capital contribution, China Power International (CPIH) with 40%, and Vietnam National Coal and Mineral Industries Group (Vinacomin) with 5%. The total investment capital is 1.755 billion USD; 80% of the investment is mobilized from a consortium of banks in China.
The project was put into commercial operation on November 27, 2018, 200 days earlier than the BOT contract, setting a record for the fastest construction time compared to similar units in Vietnam. With the premise of ensuring safety and quality, Vinh Tan 1 BOT Thermal Power Plant is built "advanced, reliable, green". The plant has won many awards such as in 2020, the Ministry of Construction of Vietnam recognized it with the "Construction Quality Award" and "Design Consulting Package Award"; in 2021, it won the "China Power Industry High Quality Project Award" and "China Construction Luban Award".
Since its operation, the two units have operated safely and stably. As of May 31, 2025, the plant has completed its tasks excellently in the first 6 years of the contract, generating more than 53.5 billion kWh of electricity to the national grid, an average of 8 billion kWh per year, contributing to providing electricity for economic development in the southern provinces and cities. In the first 6 months of this year, Vinh Tan 1 Thermal Power Plant reached 3.9 billion kWh of electricity. Vietnam Electricity Group (EVN) has awarded certificates of merit 3 times for its outstanding achievements in the management and operation of the plant in the years (2019, 2020, 2022); contributing to bringing economic and social benefits; creating prestige for Chinese enterprises.
Vinh Tan 1 Company Limited (owner of Vinh Tan 1 Thermal Power Plant) always complies with the law and related obligations, annually contributing more than 30 million USD to the local budget, with a cumulative total of more than 200 million USD to date. The Ministry of Finance awarded the Company a Certificate of Appreciation for its efforts to overcome difficulties and make a great contribution to the State budget in the period of 2020-2022. The factory's operations create jobs for 500 workers, including many young local workers.
The Company actively implements social security in the locality, with a donation of more than 410,000 USD, upgrading roads, community centers, computer classrooms, medical centers; contributing to strengthening the friendship between Vietnam and China. With its efforts in production and business, ensuring security and order, and developing the local socio-economy, the Company has been awarded many noble certificates of merit such as: Certificate of merit from the Ministry of Public Security for outstanding achievements in fire prevention and fighting and rescue work, contributing to protecting national security, ensuring social order and safety in 2023; Certificate of merit from the People's Committee of Binh Thuan province for outstanding achievements contributing to the socio-economic development of the province in 2019, 2022; Top 10 Enterprises for Sustainable Energy Development in Vietnam in 2022; Certificate of Recognition for meeting the criteria for the National Green Environment in 2023, 2024.
