Upon accessing the project, Ms. Ken's family received government support in terms of capital, seedlings, and fertilizer; and received guidance on planting and caring techniques from professional staff. As a result, the acacia trees grew and developed well, were less susceptible to pests and diseases, and were resistant to various weather conditions.

"The family will try to take care of the acacia garden to generate income and improve our economic situation ," Mrs. Ken shared.

Not only did Mrs. Ken's family benefit from Project 3, Sub-project 1 of the National Target Program, but in 2023, Nhan My commune received over 460 million VND from the National Target Program for socio-economic development in ethnic minority areas to implement Sub-project 1.

Based on the needs of the people, the commune held a meeting to select and prioritize disadvantaged households with production land to support them with seedlings, allocating resources suitable to the local natural and farming conditions. In recent years, poor and near-poor households have had access to capital, especially through programs supporting seedlings and livestock, which has significantly improved people's lives and economic conditions compared to before.

In addition, the Tan Lac District Forest Management Unit, in coordination with various projects and relevant agencies, has improved the effectiveness of forest management, protection, and development in the district, effectively implementing the "four on-the-spot" principle in forest fire prevention and control. Simultaneously, they have focused on guiding and transferring scientific and technical knowledge to the people on how to plant and care for forests. As a result, people understand the importance of planting and developing forests and strictly comply with regulations on forest protection and development.

The poverty rate has decreased significantly.

Tan Lac District has 16 administrative units, including 15 communes and 1 town, of which 5 communes and 24 hamlets are particularly disadvantaged; its natural area is over 530,000 hectares, and its population is over 90,000 people, with many ethnic groups living together.

Mr. Bui Van Chanh, Head of the Ethnic Affairs Department of Tan Lac District, said: "In the two years 2023 - 2024, implementing Project 3, Sub-Project 1 "Developing sustainable agricultural and forestry production associated with forest protection and increasing income for people" under the National Target Program for socio-economic development in ethnic minority and mountainous areas, the district was allocated over 9 billion VND, with over 5.57 billion VND available for disbursement and implementation. To date, 4.693 billion VND has been disbursed, reaching 84.2%."

Regarding the policy of supporting loans for poor and near-poor households to develop their economy, in 2023, the Tan Lac District Branch of the Social Policy Bank provided preferential credit loans to 5,364 customers who were poor households and other policy beneficiaries, with a total loan amount of 201,509 million VND. Of these, 2,609 customers were poor, near-poor, or newly-escaped-poverty households, with a loan amount of 111,419 million VND.

Thanks to the synchronized implementation of various solutions, in 2023 the poverty rate in Tan Lac district decreased from 12.53% to 9.40%, exceeding the assigned target.

In the coming period, Tan Lac district will continue to effectively carry out propaganda work, helping the poor raise their awareness and determination to rise above poverty sustainably, without relying on assistance from the community and society. At the same time, it will promote vocational training and job placement services to give workers more opportunities to find jobs, earn stable incomes, improve their lives, and escape poverty sustainably. It will also strengthen inspection and supervision of the implementation of the National Target Program for Sustainable Poverty Reduction in communes, promptly addressing difficulties and obstacles to help localities effectively implement the poverty reduction program.

Focus on coordinating with relevant agencies and organizations at all levels to effectively implement poverty reduction solutions, creating conditions for poor households to alleviate difficulties and rise out of poverty sustainably. Strengthen capacity-building activities for poverty reduction officials at the grassroots level, effectively conduct year-end surveys and reviews of poor households, and accurately assess the quality and effectiveness of targeted poverty reduction programs.
