In less than 20 days, more than 1.1 million candidates nationwide will take the 2025 high school graduation exam. Candidates have completed their exam registration, exam subjects, and exam combinations since mid-March, but up to now, 5 universities have suddenly announced that they will no longer consider admission to group C00, including: University of Social Sciences and Humanities, Academy of Journalism and Communication, University of Law (Vietnam National University, Hanoi), University of Procuracy, Hanoi Open University, Hanoi Capital University, causing many candidates to be shocked and believe that their chances of entering university have been significantly reduced.
A representative of the Ministry of Education and Training said that they had discussed with schools and noted that training institutions should adjust the admission combination appropriately to ensure the rights of candidates.
This year is the first year that candidates will take the high school graduation exam under the new generaleducation program. They are only required to take two subjects: Math and Literature, and can choose two more subjects from the remaining subjects they have studied in high school. At this time, the selection of graduation exam subjects has been completed before the time schools announce enrollment information.
Schools suddenly dropped block C at the last minute, the Ministry of Education and Training requested a readjustment.
When some schools abandon the traditional combination C00 and build an admission combination that focuses on English subjects such as History - Geography - English; Literature - History - English; Literature - Geography - English; Literature - Civic Education - English... then candidates who register for the graduation exam with 4 subjects (Math - Literature - History - Geography) will lose the opportunity to register for the above combinations because they do not have a graduation exam score in English. This is disadvantageous for candidates during the admission process.
Therefore, the Ministry of Education and Training also requires schools to urgently adjust the admission combinations, ensuring the rights of candidates, and not creating psychological turmoil before the high school graduation exam. "Although schools are autonomous and responsible for admission, they must be reasonable and ensure the best interests of students," said a representative of the Ministry of Education and Training.
Previously, Associate Professor, Dr. Dang Thi Thu Huong, Vice Principal of the University of Social Sciences and Humanities, explained: "The school increased the selection of combinations D14, D15, D01 (Math, Literature, English), D66... based on the orientation of innovation in high school exam subjects, according to the admission requirements of each major and the foreign language output standards of the Ministry of Education and Training," she said. This is also to implement the strategy of internationalizing training programs.
Mr. Nguyen Anh Tuan, Head of the Training and Student Affairs Department, Hanoi National University, said that this institution only issued general instructions to member schools. The choice of which combination is up to the school to take the initiative. According to the Ministry's instructions, schools must determine the methods and combinations suitable for the training program, and convert equivalent benchmark scores. Therefore, schools must have a way to choose to meet the requirements.
Regarding the announcement time, Mr. Tuan said that it is in accordance with the Ministry's regulations. Because the 2025 University Admission Regulations clearly state that schools must announce admission information at least 30 days before opening the first round of registration. This year, candidates can register their university admission wishes from July 16 to July 28.
