In localities, propaganda and education activities on population and development are carried out synchronously with many diverse and rich forms, such as: Workshops, organizing thematic conferences, mass media, books, newspapers, magazines, leaflets, brochures, billboards, posters, banners, organizing competitions, clubs and extracurricular activities... These activities are always improved and diversified to achieve increasingly higher efficiency.
Identifying population and development work as one of the important tasks, Sam Son Medical Center has issued documents directing the strengthening of population work in the new situation; promoting the implementation of projects and programs on improving population quality, directing the construction and maintenance of a model of villages with no third or more children; strengthening communication activities on mass media with diverse content and forms of communication. At the same time, promoting propaganda and direct mobilization in the community through the population work team. With the motto "going to every alley, knocking on every door, checking every subject", the population work team has focused on propaganda so that all people understand the Party's policies and guidelines, the State's policies and laws on population work in the new situation. Thanks to that, it has strongly changed people's awareness and behavior in implementing population and development policies in the area.
Mr. Nguyen Van Ngoc, Director of Sam Son Medical Center, said: "To improve population quality, the center continues to advise local authorities to strengthen leadership in population and development work; consolidate the network and innovate methods of providing family planning services (FP) to contribute to the effective implementation of population policy. At the same time, well implement models and projects to improve population quality; strengthen inter-sectoral coordination to effectively implement activities related to population and development".
The Provincial Department of Population has effectively implemented programs, projects and plans to improve population quality. Typical examples are the prenatal and newborn screening project; pre-marital health consultation and examination; the model has raised awareness among Party committees and local authorities on population work, reproductive health care (RH)/family planning for adolescents and young people... Thereby, contributing significantly to raising awareness among people of all walks of life on birth reduction, RH care, controlling gender imbalance at birth, and gradually improving population quality.
With the synchronous implementation of many solutions, population work in the province has achieved many encouraging results, basically meeting the requirements of population work and development in the new situation. However, population work still faces difficulties and challenges: the sex ratio at birth is still high; the birth rate is significantly different between target regions; there is a trend of low birth rate; the population structure has shifted to an aging population structure...
Mr. Le Ba Thang, Deputy Head of the Provincial Population Office, said that in order to improve the effectiveness of population work and development in the new situation, to solve difficulties and challenges, to implement the set goals, tasks and solutions, not only the population sector needs synchronous solutions but also the participation of all levels, sectors, localities and units to deploy comprehensive and synchronous solutions. Recently, Deputy Prime Minister Le Thanh Long signed Decision No. 1745/QD-TTg dated August 15, 2025 of the Prime Minister promulgating the plan to implement Conclusion No. 149-KL/TW dated April 10, 2025 of the Politburo on promoting the implementation of Resolution No. 21-NQ/TW dated October 25, 2017 of the 6th Conference of the 12th Party Central Committee on population work in the new situation. Accordingly, Thanh Hoa will thoroughly grasp and seriously, synchronously and effectively implement Conclusion No. 149-KL/TW; continue to thoroughly and comprehensively grasp the viewpoints, goals, tasks and solutions of Resolution No. 21-NQ/TW, especially shifting the focus of population policy from family planning to population and development. In the context of the country entering a new development stage, population work is not only associated with adjusting birth rates and controlling population growth rate but also includes broader contents: population quality, population structure, population aging, gender balance at birth, reproductive health care, health of the elderly and close connection with sustainable development.
