Tightening early enrollment in the spirit of the Ministry of Education and Training 's proposal is an effective measure to ensure the principle of fairness in university entrance exams.
However, we need to have a correct view of the trend of autonomy in enrollment ofeducational institutions. We can still closely follow other enrollment methods that should not include the method of considering academic records.
An educational innovation program needs to be consistent in all four elements, which are Objectives - Content - Methods and Assessment of learners. Regarding innovation in assessment of learners, the current trend in education has shifted from summative assessment, which focuses on the results of final exams at the end of the semester or the end of the school year, to assessment of the learning process of students.
The biggest advantage of this transformational assessment perspective is to encourage learners' spirit, helping them see their progress over a period of time, a whole semester or many semesters of diligent study. When there is a long period of monitoring and testing, the assessment results give us a more accurate real quality of learners. On the other hand, university entrance exams are essentially also assessing learners, but the difference is that they are on a larger scale. Therefore, admission based on academic records is also a trend of assessment over a long enough period of time for learners. This is a progressive trend, a method of innovative admissions in many countries with developed education systems. University admissions also need to be innovated and synchronized with the new assessment perspective of learners in education in Vietnam.
We cannot ignore the fact that over the years, there have been some negative phenomena in high schools, such as the phenomenon of “beautifying” academic records. Falsifying academic results is essentially for personal gain, in order to easily gain admission to universities and colleges every year. However, we can still believe that these shortcomings can be limited.
Accordingly, universities will organize entrance exams for admitted students or compare their transcript scores with their high school graduation exam scores. From there, it is possible to find abnormalities in scores and fully judge students who are not honest about their real academic performance. Accordingly, there is high consensus on the "tightening of 20%" of early admission proposed by the Ministry of Education and Training, because this is an effective measure to ensure the principles of fairness and honesty in university entrance exams. We can still tighten other admission methods that should not include the method of considering transcripts.
In addition, the method of using IELTS test scores should also be reconsidered. We already have a national foreign language program, including English. It is thought that when schools organize teaching and learning, they will have quality foreign language subjects (not just English) and will select students with high scores for early admission. Studying and taking IELTS is very costly economically and increases pressure on students for a long time. While the main purpose of studying IELTS is to study abroad, settle down or work in multinational companies, this should only be considered a factor to encourage learners and cannot be a method of admission. If IELTS results are used for admission, it should only be reserved for universities with specialized training.
Regarding the announcement of candidates admitted through early admission, it should be done later than in previous years. On the one hand, it allows students to complete their study and training plans for the second semester according to the regulations of the Ministry of Education and Training, and on the other hand, it also maintains the discipline of the schools, avoiding the situation of disbandment and "afternoon market", which often occurs in grade 12.
Universities are autonomous in enrollment, which is in accordance with the Law. However, the Ministry of Education and Training still needs to update and issue a Circular on annual university enrollment regulations, in order to limit the autonomy of universities in enrollment within certain limits; ensure the rights and fairness of students, and at the same time support and positively impact the development of general education.
