During the working session with the delegation of the Provincial Party Standing Committee on March 27, led by Standing Deputy Secretary of the Provincial Party Committee Le Van Dung, reviewing the results of the implementation of tasks in 2023, the Standing Committee of the Provincial Party Committee of Agencies said that despite great determination and efforts in leading and directing the implementation of tasks, the Party Committee still has limitations and shortcomings that need to be found solutions to overcome and perform better in the coming time.
Mr. Thai Binh - Secretary of the Party Committee of the Provincial Agencies Bloc said that the limitations and shortcomings in the Party Committee, in addition to objective causes, also have subjective factors.
That is, a part of party members, cadres, civil servants, and public employees of the Party Committee of the Bloc have shown signs of avoiding and pushing away work; fearing mistakes, fearing responsibility, not daring to advise or propose work handling. This leads to a prolonged work handling process, hindering the direction, management, and socio -economic development of the province.
"For the above situation to occur, the Party Committee of the Bloc, the grassroots Party Committee and the heads of Party Committees, leaders of relevant provincial agencies and units are responsible for leading ideological work, directing, orienting, grasping, motivating, assigning tasks, supervising, and evaluating the level of task completion of cadres, Party members, civil servants, and public employees under their authority" - Mr. Binh acknowledged.
According to Mr. Thai Binh, the inspection of Inspection Team 908 of the Central Inspection Commission for Quang Nam showed that the leadership role of some Party committees and organizations was not good, lacked responsibility, lax leadership, direction, and lacked inspection and supervision.
Cadres and party members who direct and advise on the implementation of the sector's political tasks have committed many violations. There are party organizations and party members who are degraded, negative, violate regulations that party members are not allowed to do, and are subject to disciplinary action.
In coordination work, the implementation of coordination regulations between the Party Committee of the Bloc and the Party executive committees, Party delegations, and leaders of the agencies and units present was not good.
Monitoring, grasping, reflecting the situation, exchanging with the Party Executive Committee and Party Delegation to coordinate direction are still not timely and effective. Especially the issue of internal solidarity and personnel work.
Difficulties related to the implementation of political tasks in provincial agencies and units regarding salary arrears and difficulties in the lives of cadres and employees of the Medical College and Traditional Medicine Hospital that have been of public concern in recent times have not been completely resolved.
“Some leaders of grassroots Party committees have not really paid attention to Party building work; Party committees of some units still take lightly the professional work of Party building.
There are still Party committees that violate working regulations such as not fully and correctly implementing regulations on the meeting regime of the Standing Committee and the Party Committee; the Party Committee's activities held twice a year do not ensure the composition according to regulations; there are Party Committee inspection committees that do not develop inspection and supervision plans during the year" - Mr. Binh said.
Cheer up, urge to handle work
In 2024, along with taking good care of Party building and rectification work, the Standing Committee of the Party Committee of the Bloc will continue to direct, urge, and remind party organizations under departments and branches to coordinate and overcome existing shortcomings and limitations.
At the same time, focus on advising all levels and sectors to successfully implement the targets and tasks on socio-economy, national defense and security, and building the political system set forth in the 22nd Provincial Party Resolution.
Mr. Thai Binh added that the entire Party Committee of the Bloc demonstrated the highest determination, continuing to focus on creating changes in the quality of grassroots party organizations and party members in each agency and unit.
In particular, focus on thoroughly overcoming limitations and shortcomings related to Party building work, especially attaching importance to Party inspection, supervision and discipline work.
The Standing Committee of the Party Committee of the Bloc will strictly handle Party Committees that do not thoroughly overcome shortcomings related to the management of Party members, Party member records, and official party transfers; do not check and urge Party members to supplement their personal records annually, and let the deadline for official party transfers for probationary Party members pass.
Regarding the violations and shortcomings pointed out by the Central Inspection Commission, including the lack of responsibility of the Party Committee, lax leadership and direction, and lack of inspection and supervision of issues related to the implementation of political tasks of agencies, departments and Party members.
Therefore, the Standing Committee of the Party Committee of the Bloc recommends that the Party Committee should focus on reviewing and supplementing the working regulations of the Party Committee related to the issues pointed out and implement them seriously, fully and in accordance with regulations.
In addition, Party committees and grassroots party organizations need to pay attention to doing a good job of ideological work for cadres, party members, civil servants and public employees; and strengthen discipline, ethics and public service culture.
Timely orient propaganda, thoroughly grasp ideology, create consensus and high unity in advising the Provincial Party Committee and Provincial People's Committee to complete the goals and tasks of socio-economic development, Party building and political system of the province in 2024.
“With the difficulties and challenges that Quang Nam faces in 2023, the Party Committee and heads of each agency and unit need to increase encouragement, lift up the spirit, assign specific tasks, and urge the work of cadres, party members, civil servants, and public employees.
"Further promote responsibility in advisory work, focus on immediately resolving outstanding issues, overdue issues that have not been resolved... to avoid further delays and prolongation in order to overcome the situation where a number of cadres, civil servants and public employees avoid and push work; are afraid of mistakes and responsibilities, and do not dare to advise or propose work handling" - Mr. Binh emphasized.
