Be bold and decisive, but don't be reckless.
Ho Chi Minh's ideology, consistently applied to personnel work, is to build a team of "public servants" who possess both political acumen and revolutionary ethics, as well as a spirit of dedication to the common cause. A good cadre must embody the qualities of "Intelligence - Trust - Humanity - Courage - Integrity".
Speaking about the word "courage," he explained that it means being bold and decisive, but not reckless. There must be a plan, and then resolute action must be taken immediately. Even if it means facing danger, one must act. In other words, one must have courage in their work. He never accepted officials who were complacent, shirked responsibility, and only cared about their own safety.
For him, cadres who want to fulfill their duties must be diligent: diligent in listening, observing, traveling, thinking, speaking, and working. Every resolution and every task of the Party is for the people and the country, so no matter how difficult or even dangerous it may be, it must be done. However, this does not mean acting recklessly or carelessly, leading to failure or loss of state assets. Instead, work must be planned and scientific , based on the principle of "doing everything that benefits the people and avoiding everything that harms the people."

President Ho Chi Minh's advice lives on through time because it is his personal experience, elevated to a theoretical basis; it is a demand from the age-old reality that our ancestors perceived. Life is like that. "Where there's a will, there's a way," "With perseverance, even iron can be sharpened into a needle." The more difficult and challenging the circumstances, the more opportunities there are to test oneself. No path to glory is ever smooth; sometimes, one must sacrifice blood and lives to reach the finish line on time.
In daily life, this is true for everyone; in the process of building and defending the Fatherland, it is even more so for cadres, and even more so. From this perspective, carefully reading each sentence and word of President Ho Chi Minh on cadre work reveals its value in the face of new demands, especially when reorganizing administrative units at the provincial and commune levels, abolishing the district level, and bringing the government closer to the people, serving them better. Alongside cadres who wholeheartedly dedicate themselves to their work, there are still many cases of those who work half-heartedly, enthusiastically only for their own benefit, while shirking or avoiding difficult tasks. Besides individual responsibility, this is partly due to a lack of "skillful use of cadres," a failure to utilize talent appropriately, and a lack of a favorable environment for them to confidently contribute their talents to the homeland.
Use kindness and compassion to help and lead cadres.
Personnel work is about people, from discovery and training to testing and development; it is subtle, complex, and sensitive, requiring more than just following procedures; it must be done meticulously and skillfully with all the heart of a human being.
According to President Ho Chi Minh, this is like a gardener cultivating precious plants; it requires trust, love, care, and proper support; knowing and skillfully utilizing cadres; finding ways for them to further their theoretical and practical training. It is essential to always use affection to help and lead cadres. When they make mistakes, one must find ways to "persuade" them to correct their errors; and provide them with adequate living conditions to work effectively.
Especially when delegating tasks, trust is essential; "let them do it, let them take responsibility, even if they make a few mistakes, don't be afraid"; regularly check to help them learn from experience, correct shortcomings, and develop strengths. "To delegate tasks without checking, only to pay attention when failure occurs. That shows a lack of care for the cadres." Once tasks are assigned, complete trust is necessary, but control is also required. "One should not issue one order early in the morning and change it at noon." Only President Ho Chi Minh possessed such a vision, not only trusting subordinates and cadres, but also imbued with humanistic and scientific principles; it was impartial, tolerant, and sincere in its focus on people and their development.

Therefore, after the revolution seized power, many patriotic intellectuals and talented individuals from the old regime accepted President Ho Chi Minh's call to work and contribute to the country. This was also the best way for each official to feel happy living and working in an environment of equality and camaraderie, receiving care and support in times of difficulty, and being encouraged and motivated when doing good work; it was the driving force for them to dare to think, dare to act, dare to take responsibility, and dedicate themselves to difficult tasks without any personal gain, only knowing how to sacrifice for the common good.
The 136th anniversary of President Ho Chi Minh's birth is being celebrated at a time when the country is implementing the resolutions of the Party congresses at all levels and the 14th National Congress of the Party – a congress that ushered in a new era with the aspiration for a strong and prosperous nation. More than ever, his teachings have become the most trusted companions, helping cadres and Party members not only cultivate their ethics, work style, and professional skills, but also uphold the pioneering spirit, the courage to innovate, the willingness to think and act boldly, and the desire to contribute.
"Anyone who fears responsibility and lacks initiative is not a leader. A true leader must: not be discouraged by failure, and not be arrogant in success. When implementing resolutions, they must be resolute and courageous, not afraid of difficulties."

Imbued with Ho Chi Minh's general ideology on personnel work, the Party has issued numerous directives to build a team of cadres, especially leading and managerial cadres, who possess high moral character, excellent professional skills, and exemplary leadership. The report on the documents presented to the 14th Party Congress also clearly outlines the need to create an environment that encourages innovation, fosters development, and protects those who dare to think, dare to act, and dare to take responsibility for the common good.
Considering personnel work as the "key of keys"; selecting the right people and assigning them the right tasks; evaluating cadres based on their output, effectiveness, and prestige among the people; resolutely overcoming the situation of "talking much but doing little," "saying well but doing poorly," or even "saying one thing and doing another"; resolutely dealing with stagnation, avoidance, and shirking responsibility; promptly rewarding those who do well; and at the same time effectively protecting those who dare to think, dare to act, and dare to take responsibility for the common good...
Like other localities, Quang Tri province faces an urgent need to build a team of officials who dare to think and act. As a land that suffered many losses and sacrifices during the war, but possesses a strong will to rise above adversity, Quang Tri today stands before many new development opportunities from the marine economy, renewable energy, logistics, trans-Asian infrastructure, and digital transformation.
The acceleration of administrative reform and the building of digital government at the grassroots level also places high demands on the staff, especially those at the commune level. What Quang Tri needs is not only staff who follow procedures correctly, but also staff who act decisively for the common good to transform potential into real driving forces for development. Remembering Uncle Ho's advice, we believe that this land rich in revolutionary traditions will build a team of staff with a strong will to succeed and a heart devoted to their homeland.
