Nhu Xuan focuses on building new countryside

With the goal of striving to become a fairly developed district in the mountainous region, in recent times, Nhu Xuan district has focused on leading and directing the implementation of the National Target Program on New Rural Development in a synchronous and drastic manner. At the same time, mobilizing the entire political system, together with the people, to put all efforts into implementing the New Rural Development criteria.

After nearly 8 years of reaching the NTM finish line, the rural appearance of Bai Tranh commune has changed a lot, the material and spiritual life of the people has been significantly improved. It is "surprising" that in a mountainous commune, the rural traffic routes are widely and spaciously concreted with lighting systems, trees and flowers. That appearance has become the luggage for Bai Tranh to strive to become an advanced NTM commune in 2023. Mr. Nguyen Minh Hai, Vice Chairman of Bai Tranh Commune People's Committee, said: In 2023, Bai Tranh strives to complete the advanced NTM construction program, to become the first advanced NTM commune in the district. Therefore, from the beginning of 2023, the Party Committee issued a thematic resolution on advanced NTM construction and model NTM; focusing on directing the management boards of village Party cells to select key and key construction tasks for implementation. Along with that, choose Tuesday, Thursday and Sunday as New Rural Development Days to assign cadres and civil servants to support and help villages implement targets and criteria. At the same time, proactively integrate resources, create mechanisms and policies to implement New Rural Development criteria and develop production.

Thanks to the active participation of the entire political system and the people, in the first 6 months of 2023, the whole commune mobilized resources of 103,834 billion VND, the people donated 860m2 of land, thousands of trees, crops and architectural objects to implement advanced new rural construction. From that mobilized source, Bai Tranh commune has built 3 cultural houses, concretized 2,446m2 of sidewalks, built and renovated 7.158 km of roads, planted 3 km of new green fences, flower roads... contributing to the completion of 16/19 advanced new rural criteria.

Identifying the completion of the New Rural Development Program as a key task in 2023, Binh Luong commune has resolutely implemented synchronous solutions. In particular, the commune focuses on solutions to develop production, increase income, and improve people's lives. In the commune, many production models have been built, applying science and technology, introducing effective, productive, and high-quality plant and animal breeds into cultivation and animal husbandry. Along with developing agricultural production, the commune also actively focuses on creating favorable conditions to attract investment and promote the development of rural industries and occupations. Mr. Le Duc Tuan, Chairman of Binh Luong Commune People's Committee, said: Binh Luong's New Rural Development journey has approached the New Rural Development standards. As of July 2023, Binh Luong commune has achieved 18/19 New Rural Development criteria. Criterion 17.1 on the rate of households using clean water according to standards has not been achieved because the commune does not have a centralized domestic water facility. However, this is a major bottleneck that requires attention from all levels and sectors to join hands in supporting Binh Luong to soon complete 19/19 NTM criteria.

Always identifying the New Rural Development as a key, continuous, long-term task, with a starting point but no end point, an important solution to improve the material and spiritual life of the people, so in order to implement it systematically, Nhu Xuan district has issued many resolutions, directives and documents to lead and direct the implementation, such as: Plan No. 01-KH/BCĐ on the implementation of the National Target Program on New Rural Development in Nhu Xuan district in 2023; Official Dispatch No. 50/CV-BCĐ on accelerating the progress of implementing the goals and tasks of New Rural Development in 2023; Plan No. 62/KH-UBND on the implementation of the program to strengthen environmental protection, food safety and rural clean water supply in New Rural Development in Nhu Xuan district, period 2023-2025... and a series of other specific mechanisms to encourage localities to implement. Along with that, in the first 6 months of 2023, the district mobilized resources to renovate, upgrade, and expand the sidewalks of more than 10 km of rural roads, clear 8.5 km of traffic corridors, dredge 11.5 km of canals, renovate and repair 260 residential houses, repair and build 2,500m of fences, plant green fences at 80 households, and plant more than 6,000 scattered trees.

Mr. Le Tien Dat, Head of the Department of Agriculture and Rural Development of Nhu Xuan district, said: Although up to now, Nhu Xuan has only 5/15 communes meeting the new rural standards, the new rural construction movement in the whole district has always been focused on and implemented. Infrastructure works continue to be invested and upgraded. The district has many more production models to increase people's income. Notably, the district has 14 provincial-level OCOP products, leading the mountainous region; the average of the whole district has reached 13.7 criteria/commune, an increase of 0.4 criteria compared to 2022. Along with that, the district prioritizes focusing resources to support the construction of communes meeting new rural standards, advanced new rural standards, villages meeting new rural standards, and model new rural standards in the period of 2023-2025 according to the set roadmap and plan.
