After 75 years, his instructions on the purpose, force, and method in the Call for Patriotic Emulation are still deeply relevant and have intact value for current patriotic emulation movements.

On March 27, 1948, in the face of many changes in the world and in the country, under the direction of President Ho Chi Minh, the Central Party Standing Committee issued a Directive to launch a patriotic emulation movement with the aim of: "How to make the resistance war quickly victorious, construction quickly successful". In order for the Directive to be disseminated nationwide, on June 11, 1948, President Ho Chi Minh issued a Call for Patriotic Emulation. Concisely expressed in 427 words, the Call for Patriotic Emulation inspired and opened a practical action movement throughout the Party, the army and the people, creating an extremely great source of strength, contributing significantly to the overall victory of the resistance war and national construction.

On June 11, 1948, on the occasion of the 1,000th anniversary of the Southern Resistance War, President Ho Chi Minh issued a call for patriotic emulation, stating the purpose of "Elimination of hunger, Elimination of illiteracy, Elimination of foreign invaders", aiming to unite all social classes to compete and unite. His emulation contents aimed to realize "National independence; Civil rights and freedom; People's happiness".

According to Professor, Dr. Mach Quang Thang, Ho Chi Minh National Academy of Politics, it is not by chance that the Call for Patriotic Emulation was born on June 11, 1948. This was the result of a preparation process by President Ho Chi Minh for a special event, in special circumstances, to be announced at a special time.

“Uncle Ho issued the Call for Patriotic Emulation at the beginning of the resistance war against France in 1948. The country at that time needed new strength. Because after the August Revolution in 1945, the country was very weak in terms of material, did not have the support of countries around the world, was weak in terms of national defense... so it needed more strength. The need for more strength here is nothing other than our own internal strength. Therefore, the Party and Uncle Ho began to advocate launching a patriotic emulation movement and Uncle Ho issued the Call for Patriotic Emulation,” said Professor, Dr. Mach Quang Thang.

Responding to the call, the patriotic emulation movement broke out enthusiastically and widely throughout the country. Many emulation movements left strong impressions such as the flags of Ba Nhat, Dai Phong, Duyen Hai; the youth movements “Three ready”, women’s movements “Three capable”, “Doctors like kind mothers”, “Two good schools”… created a new atmosphere, a new impetus in the construction of socialism in the North and the resistance war to save the country in the South.

In fact, only a short time later, the movement had permeated deeply into life, into daily activities, becoming a new way of life for the people, from which appeared labor heroes and national emulation fighters.

Mrs. Pham Thi Vach, a woman from Hung Yen who was awarded the title of Labor Hero by Uncle Ho when she was only 22 years old, had achievements associated with the “Bac Hung Hai Irrigation Project”, the largest in the North 67 years ago. The irrigation project has brought benefits for hundreds of years to a large delta region.

Mrs. Pham Thi Vach recalled: “At that time, when Uncle Ho called for an appeal, there was a movement in the middle of the year, one team competed with another. Normally, there were 5 blocks a day, 3 blocks a day. Working from 7am to 9pm. I worked in the commune as a Head of Department for 3 years; as Secretary and Chairman for 10 years, then escaped for 17 years in the district. During my time working, I was mentally prepared, even though my family was in difficulty, I swam across the Red River to work but never missed a job.”

According to President Ho Chi Minh, “emulation means patriotism” and “those who emulate are the most patriotic”, emulation is not only a positive and creative activity in daily work but also a manifestation of patriotism, through activities in labor, production and combat. Therefore, the core value of the Call for Patriotic Emulation is patriotism.

Associate Professor, Dr. Bui Dinh Phong, Ho Chi Minh National Academy of Politics, affirmed: “Patriotic emulation is also patriotism. That thought of Uncle Ho inspired the entire nation in the cause of fighting against invaders. It can be said that all victories of the Vietnamese revolution have a fundamental, fundamental cause, which is the spirit, momentum, and inspiration of patriotic emulation. That value not only has the previous meaning, but especially, Uncle Ho's patriotic emulation thought has become a humanistic philosophy, a philosophy of action. The current successes in innovation must be affirmed to be fundamentally thanks to the patriotism of the entire people.”

It can be affirmed that at any time, his instructions on emulation always retain their value, are always a source of encouragement and motivation for the entire people to unite, enthusiastically compete in labor and creativity, creating a combined strength for the Vietnamese revolution in the cause of innovation. Associate Professor, Dr. Le Quoc Ly, former Deputy Director of the Ho Chi Minh National Academy of Politics, said: The 75th anniversary of the "Call for Patriotic Emulation" is an opportunity to rectify, inspect, supervise, and evaluate correctly so that there is no story of "racing for competition" or "running for achievements".

“Recognizing, if done properly and controlled carefully, the results of the emulation must produce results, products, not general things, not reports on paper. We must see what it brings to the collective? What it brings to the people? If a locality says it competes well, then that locality must become rich, must develop, the people must be more excited, the society must have no crime, social evils, no poor people. Typical individual emulation, there are people with outstanding achievements but the collective is sluggish, still poor, nothing changes, then it is all a formality”, Associate Professor, Dr. Le Quoc Ly shared.

Over the past 75 years, the motto of linking emulation with patriotism has been implemented, becoming a very creative and unique leadership method of the Party, aiming to multiply the nation's immense spiritual and material strength. Continuing to maintain and develop the Patriotic Emulation movements according to Ho Chi Minh's ideology requires each person to have a sense of responsibility and public ethics in order to improve productivity and quality, contributing best to the cause of innovation, successfully building socialism and defending the Fatherland./.
