Draft 5 of the Law on Teachers has a chapter on policies and treatment for teachers, in Articles 25 and 26. Teachers are people who are recruited and have the task of teaching and educating in educational institutions in the national education system.

According to the draft, salaries and allowances for teachers at public educational institutions are as follows:

- Basic salary according to the teacher salary scale is ranked highest in the administrative career salary scale system;

- Professional allowances and other allowances depending on the nature of the job and region, as prescribed by law.

Preschool teachers; teachers working in particularly difficult areas such as ethnic minority areas, mountainous areas, coastal areas and islands; teachers in specialized schools; teachers implementing inclusive education; teachers who are ethnic minorities and teachers in some specific professions are given priority in terms of salary and allowances compared to other teachers.

When teachers are recruited and first-time salary ranked, their salary will be increased by 1 level in the administrative career salary scale system.

The salaries and salary-based policies of teachers at non-public educational institutions with the same training level and title will be decided by the educational institution, ensuring that they are not less than the salaries and salary-based policies.

Teachers working in sectors and fields with special regimes are entitled to special regimes according to regulations and are only entitled to the highest level if that policy coincides with the policy for teachers.

The Government will specify in detail the salaries and allowances for teachers.

Many benefits for teachers are being proposed in the draft Law on Teachers and are being consulted.

Also according to the draft, policies to support teachers include:

- Allowances according to the nature of work and region;

- Support training and development;

- Regular health care, occupational health care;

- Tuition exemption for biological children and legally adopted children of teachers during their working period;

- Mobility allowance for teachers working in literacy or universal education or on secondment; teaching extra classes or inter-school teaching; or having to move to teach at schools in villages, hamlets, and hamlets;

In addition to these general policies, teachers working in ethnic minority areas, mountainous areas, border areas, islands and areas with especially difficult socio -economic conditions; teachers teaching in specialized schools, teaching inclusive education; teaching ethnic minority languages; teaching Vietnamese language enhancement to ethnic minority students; teachers teaching gifted subjects and arts are also entitled to the following support:

- Ensure collective accommodation or rent official housing according to the provisions of the Housing Law and essential conditions when working in rural areas, ethnic minority areas, mountainous areas, border areas, islands and areas with especially difficult socio-economic conditions;

- Payment of travel expenses during working time in areas with especially difficult socio-economic conditions during annual leave, holidays, Tet, personal leave to visit family according to regulations;

- Allowances and subsidies depending on the subject.

In addition, teachers in public educational institutions enjoy support policies for civil servants and other support policies, if any.

In addition, the Ministry of Education and Training encourages localities and educational institutions to have support policies to help teachers ensure their lives and develop their careers in accordance with practical conditions and legal financial resources of the locality and educational institution.

The draft Law on Teachers is in the process of being completed and collecting opinions from relevant parties.
