Many meaningful programs

Benefiting from the centralized domestic water support policy of Project 1, under the National Target Program on Socio -Economic Development for Ethnic Minorities and Mountainous Areas Phase I from 2021 to 2025, people in Dong Tho village, Tho Son commune (Anh Son) are excited and happy. The project is invested by Anh Son District People's Committee with an amount of 3.1 billion VND; the project has been put into trial operation.

Ms. Vi Thi Hien - Head of Dong Tho village, Tho Son commune said, using clean water, everyone is happy, because the water reaching their yard is not only clean but also enough for people to eat, drink, bathe, etc. Not only is it a joy for ethnic minorities in the highlands when their basic needs are met, clean water is also a prerequisite for local socio-economic development.

Ms. Vi Thi Loi, in Dong Tho village, happily said: “In the past, to have enough water for cooking and washing, there were days when I had to go to the stream to get water. In the summer, the need for water for daily life became serious, affecting people's lives. Since the clean water project was invested in, the water source has reached their homes, people in the village are very excited, life is more stable.”

Sharing the joy of receiving attention from the Party and the State, dozens of households in Nam Tot village, Tri Le commune (Que Phong) are now about to have national grid electricity for use. Mr. Ly Tong Xenh, a prestigious person in Nam Tot village, said that the village has 37 households of the Mong ethnic group. In previous years, there was no electricity, making socio-economic development of the village difficult. Up to now, with the Party and the State creating conditions for people in the village to use the national grid, the people are extremely excited. It is expected that the electricity will be connected in June 2024.

“After more than 30 years of living without electricity, this summer is the first time people use the national grid. When there is electricity, people will buy televisions, electric fans, lights, etc. to serve their daily lives,” said Mr. Ly Tong Xenh.

In recent years, the Ethnic Minorities Committee of Nghe An province has coordinated with agencies, units and localities to advise on the organization to effectively perform the state management function in the field of ethnic affairs and effectively implement ethnic policies.

Thanks to that, the material and spiritual life of the people in ethnic minority areas has clearly changed. The transportation system in the province continues to be invested in; irrigation infrastructure is invested in; the power grid system continues to be invested in and upgraded; medical facilities are renovated, gradually meeting the needs of medical examination and treatment of the people; the school system is invested in and built more spaciously... On average, the poverty rate in the Western region has decreased by 3-4%/year (in particular, in districts 30a, in recent years, it has decreased by an average of 6%/year).

Education and training in the Western region have made many positive advances. Up to now, the number of schools meeting national standards in the province has reached 61.8%. The rate of ethnic minority students attending school at the right age has been maintained at a high level. Disease prevention, treatment and health care for the people have been focused on. The work of issuing health insurance cards to the poor, near-poor and ethnic minorities has been carried out relatively fully, creating favorable conditions for the poor, near-poor and ethnic minorities to use medical services. The cultural and spiritual life of ethnic minorities has also been significantly improved.

Implement many key programs and projects

In the period of 2015 - 2023, the Central Government has had over 118 direct and indirect policies implemented nationwide, Nghe An province has seriously and effectively implemented them. From 2015 to present, implementing the socio-economic development plan, the province's socio-economic infrastructure, especially the infrastructure of the Western region with investment resources from Program 135, Program 30a, new rural areas... and other resources have created important changes. The transportation system in the province continues to be invested in and built; irrigation infrastructure is invested in; the power grid system is continued to be invested in and upgraded; medical facilities are renovated, gradually meeting the people's needs for medical examination and treatment; the school system is invested in and built more spaciously...

Pursuant to Decision No. 1719/QD-TTg dated October 14, 2021 of the Prime Minister approving the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas for the 2021-2030 period, Phase I from 2021 to 2025), the Ethnic Minorities Committee of Nghe An province regularly coordinates with departments, branches, units and localities to implement ethnic policies and ethnic affairs in a timely manner, to the right subjects and in accordance with regulations. Focus on effective implementation and timely disbursement of capital sources under the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas that have been assigned.

As an advisory and management agency for ethnic affairs in the province, the Provincial Ethnic Committee has made its mark in effectively implementing programs and policies such as: Program 135, Decision 755/QD-TTg, Decision 102/QD-TTg, Decision 2086/QD-TTg... Thereby, fundamentally changing the appearance of rural and mountainous areas of the province; contributing to creating livelihoods and increasing income for ethnic minorities.

The synchronous and effective implementation of ethnic programs, projects and policies in the past time is the premise, experience and favorable conditions for Nghe An province to start implementing ethnic programs and policies in the coming period.

At the same time, the Ethnic Minorities Committee continues to implement key programs and projects to create "leverage" for development in ethnic minority and mountainous areas of the province: The overall project on socio-economic development in ethnic minority and mountainous areas for the period 2021-2030; The National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030...".
