The Ministry of Education and Training notes the regulations that candidates need to "know by heart" so as not to affect the results of the most important exam of 12 years of "studying".
This year, the Ministry of Education and Training does not have any guidelines on the types of calculators allowed in the exam room as it did decades ago.
DIFFERENTIATION OF EXAM QUESTIONS TO SERVE UNIVERSITY ENROLLMENT
Deputy Minister of Education and Training Pham Ngoc Thuong, Head of the National Steering Committee for the 2023 High School Graduation Exam, said that the results of the high school graduation exam are used to consider graduation recognition, assess the quality of general education , and assess the quality of teaching and learning of teachers and students. On the other hand, these results are also the basis for many universities to use in university and college admissions. According to statistics, about 60% of universities use the results of the high school graduation exam for admissions.
With such characteristics, the orientation of the high school graduation exam will ensure the levels of recognition and understanding. Candidates need to have a firm grasp of the basic knowledge of the high school program, mainly grade 12. At the same time, the exam content will focus on the level of application, high application, and appropriate differentiation, which is the basis for university training institutions to use as one of the admission methods.
IF THE EXAM IS BLURRY, REPORT TO THE PROCURATOR IMMEDIATELY
Learning from the experience of some candidates taking the 10th grade entrance exam in Hanoi recently, they received a blurry printed exam paper but instead of reporting it to the invigilator, they quietly followed their own reasoning, leading to misunderstandings, making it very complicated to fix the consequences. In the high school graduation exam regulations, the Ministry of Education and Training noted: When receiving the exam paper, you must carefully check the number of pages and the quality of the printed pages. If you find that the paper is missing pages or is torn, damaged, smudged, or faded, you must immediately report it to the staff in the exam room for handling.
The regulations also stipulate: Candidates are not allowed to exchange or copy other people's papers, use unauthorized documents to take the exam, or have any fraudulent gestures or actions, disrupt the exam room, are not allowed to mark or make their own symbols, and are not allowed to write in pencil, except to fill in the boxes on the multiple-choice answer sheet. In the exam, candidates are only allowed to write in one color of ink, and are not allowed to use red ink.
NEW POINTS ON REGULATIONS ON ITEMS ALLOWED INTO THE EXAM ROOM
This year is the first year of applying the new regulations, officially abolishing the regulation that allows candidates to bring into the examination room "all types of audio and video recording devices that only have the function of recording information but cannot listen, watch, and cannot transmit or receive information, audio and visual signals directly without other supporting devices". Instead, the regulation states that candidates "are only allowed to bring into the examination room: pens, pencils, compasses, erasers, rulers, calculators; pocket calculators without text editing function, no memory card; Vietnam geography atlas for the geography exam".
Also related to the regulations on allowed and prohibited items to be brought into the examination room, the new regulations completely abolish the content of the old regulations on: "Prohibited from bringing into the examination room: carbon paper, erasers, alcoholic beverages; weapons and explosives, flammable substances; documents, communication devices or information storage devices that can be used to cheat during the exam and marking process".
C PREPARE THE BEST CONDITIONS FOR THE EXAM
Ba Ria-Vung Tau: Speaking to Thanh Nien on June 26, Ms. Tran Thi Ngoc Chau, Director of the Department of Education and Training, said that the facilities, equipment, and means for the exam have been carefully and thoroughly prepared. The examination council has fully equipped with phones, computers, cabinets, and boxes to store exam papers. The rooms containing exam papers and exam questions are equipped with a 24/7 camera surveillance system, and the recorder can record for more than 20 consecutive days.
Dong Nai : This is the locality with the 5th highest number of high school graduation candidates in the country (after Hanoi, Ho Chi Minh City, Nghe An and Thanh Hoa) with 33,263 candidates. Of these, 858 candidates are exempted from the foreign language exam.
Nghe An: 36,973 candidates registered to take the high school graduation exam, arranged at 70 exam locations with 1,597 exam rooms. The education sector plans to mobilize about 6,000 officials, teachers, and employees to invigilate the exam.
Thanh Hoa: More than 36,400 candidates registered for the high school graduation exam, including more than 1,100 independent candidates with 75 exam locations located at high schools. The Thanh Hoa Provincial Examination Steering Committee has requested localities and units to ensure security, order, traffic safety, and prepare essential medical conditions and supplies to promptly respond to treatment and medical care requirements when epidemics occur and unusual illnesses of candidates during exam days.
Ha Tinh: There are 35 testing sites with more than 17,000 candidates registered to participate. The Department of Education and Training of Ha Tinh province, in coordination with relevant agencies, is focusing on reviewing the facilities at the testing sites to promptly supplement and create the best conditions for the exam.

In addition, this year, the Ministry of Education and Training also did not have a document guiding the types of calculators allowed in the examination room as it had applied decades ago. Explaining this, Mr. Huynh Van Chuong said that the Ministry of Education and Training had consulted with all parties and decided not to issue a list of types of calculators allowed in the examination room because the market for these devices fluctuates constantly, making it difficult to come up with a specific list.

BRINGING UNAUTHORIZED ITEMS INTO THE WAITING ROOM WILL ALSO RESULT IN SUSPENSION FROM THE EXAM
Many exam officials in previous years said that it was necessary to emphasize the regulation: "Candidates will be suspended from the exam if they bring unauthorized items according to Article 14 of the High School Graduation Exam Regulations into the exam room, waiting room or when moving between the exam room and the waiting room...". In previous years, there were a number of cases where candidates brought or used phones in the waiting room or while moving from the waiting room to the exam room or vice versa, because they thought it was only a violation to bring or use phones once they entered the exam room.

According to the regulations, candidates are responsible for checking their personal information and test papers before, during and when submitting their test papers. Candidates are only allowed to leave the test room and test area after 2/3 of the test time of the written test has passed; candidates must submit their test papers, test papers and scratch paper before leaving the test room.
