Participating in "solving the problem" of resources to build Ha Tinh City into an urban area of the North Central region and a core urban area creating a driving force for the province's development, the Provincial People's Council has taken early, methodical and proactive action in the steps from project development to issuing resolutions. Resolution No. 36 dated November 6, 2021 of the Provincial People's Council "On promulgating a number of specific mechanisms and policies to create resources to build Ha Tinh City" has truly created a strong push for the provincial capital to develop to its full potential.

With the new policy from Resolution No. 36, the city enjoys 45-100% of land use fees, 50% of the source of selling old headquarters managed by the province in the area, supports at least 150 billion VND/year from the provincial budget, supports the provincial budget from the annual budget surplus and considers supporting a part of the provincial budget surplus when conditions permit. This is considered a breakthrough in overcoming the lack of resources leading to unsynchronized technical infrastructure, flooding during heavy rains, environmental pollution and other problems in Ha Tinh city. In addition, the resolution has also helped the city build mechanisms and policies suitable to the practical situation and the focus of work in the new period, creating motivation and maximizing internal resources to soon become one of the central urban areas at the regional level.

This is an extremely important resource to help the locality invest in a synchronous infrastructure system, creating a foundation for building a smart city, expanding development space...”.

To maximize development opportunities from new mechanisms and policies, the city has focused on accelerating the completion of residential infrastructure areas, boosting budget revenue, and integrating well with other programs and projects to renovate and complete infrastructure in the spirit of Resolution No. 36.
Mr. Nguyen Van Cong - retired cadre (residential group 4, Nguyen Du ward) happily shared: "Living and working here for more than 30 years, I have noticed that in recent years, the city's infrastructure has been invested with many breakthroughs and fresh spaces. Especially the renovation and upgrading of important works such as: Phan Dinh Phung street and many other roads, water supply and drainage system, Uncle Ho's memorial area when visiting Ha Tinh, Ly Tu Trong park, Tran Phu park, modern residential areas... have created highlights for the developing urban picture".
Previously, in the process of building the city into a type II urban area and "upgrading" the provincial center to suit each development stage, the resolutions of the Provincial People's Council issued in 2016 and 2018 also opened the way for the city to have resources of thousands of billions of VND to invest in development goals.
Mr. Nguyen Trong Hieu - Chairman of the People's Committee of Ha Tinh city assessed: "The policies issued by the Provincial People's Council, especially Resolution No. 36, play an important role, significance and have a great impact in the process of building infrastructure and developing the city. The resources have been used effectively by the city; in which, priority is given to handling traffic problems, upgrading the drainage system, investing in essential infrastructure, implementing key projects, developing inter-regional connectivity and responding to projects using ODA capital, the central budget, the provincial budget... Thereby, contributing to renewing the urban appearance with increasingly spacious, synchronous, modern infrastructure, strengthening connectivity, expanding space; improving the material and spiritual life of the people; creating conditions to increase investment attraction...".
Established in 1992, with a low starting point, poor and weak infrastructure, and limited resources, Hong Linh Town encountered many difficulties in the early stages. The construction of this urban area into an economic, cultural and social center in the North of the province has always been a concern of voters and people here. On September 24, 2016, the Provincial People's Council issued Resolution No. 17 on "Some mechanisms and policies to create resources to build Hong Linh Town to basically meet the criteria of a type III urban area by 2020". This is considered the basis and driving force for the town to make a breakthrough, mobilizing 4,640 billion VND in the period of 2016-2020 (an increase of 44% compared to the previous term) for urban construction.
Thanks to the untie of resource bottlenecks, the appearance of the northern central urban area of Ha Tinh is increasingly improving.
Accompanying Hong Linh Town in the new development step, the Provincial People's Council continues to issue Resolution No. 63 dated December 16, 2021 "On regulations on a number of special mechanisms and policies to create resources for the development of Hong Linh Town". Accordingly, in the period of 2021-2026, Hong Linh will enjoy support policies from land use fees according to special mechanisms, 5-30% higher than other districts; enjoy financial and budget support mechanisms and policies of the province with a minimum level of 45 billion VND/year; support the provincial budget from excess revenue compared to the plan assigned by the province; prioritize support from increased revenue sources, annual expenditure savings of the province...
The synchronous and modern infrastructure system helps Hong Linh Town attract many investors and large projects.
Mr. Nguyen Huy Hung - Chairman of Hong Linh Town People's Committee shared: "In addition to promoting internal strength, Resolution No. 63 plays a very important role and significance for the locality. The Resolution has created a fulcrum for the town to overcome difficulties, exploit potentials, promote advantages, and effectively use resources. Over the past 2 years, from Resolution No. 63, we have benefited from 371 billion VND to renovate 213 urban works, build 7 new cultural houses of residential groups, and implement 64 important projects. In addition, preferential policies have also helped the town have the basis to issue 15 resolutions on urban development, build civilized wards, develop infrastructure, and attract more large projects...".
With the young urban area of Ky Anh Town, since its establishment (2015) up to now, it has continuously enjoyed special policies from the resolutions of the Provincial People's Council. After more than 1 year of establishment, the locality was issued by the Provincial People's Council Resolution No. 47 dated July 15, 2017 "On a number of mechanisms and policies to create resources to build Ky Anh Town to meet the criteria of a type III urban area". The process of putting the resolution into practice in the 2017-2020 period in this new urban area is closely linked to the investment in the construction of the Vung Ang Economic Zone (EZ), so it has mobilized 143,301 billion VND (of which, 235 billion VND benefited from Resolution No. 47) to invest in infrastructure to meet the standards of a type III urban area in July 2020 as planned.

The synchronous policy has created leverage for the economic zone to develop in the right direction with the pillars being metallurgy, energy, processing, manufacturing, logistics centers and seaport services, trade and services.
Ms. Nguyen Thi Thuy Nga - Head of the Economic - Budget Committee of the Provincial People's Council said: "In addition to the incentives of the Central Government, Vung Ang Economic Zone also enjoys many preferential policies of the Provincial People's Council, such as: Resolution No. 34 dated July 19, 2012 "On State budget support for the project of building a water supply system for Vung Ang Economic Zone"; Resolution No. 55 dated December 30, 2021 "On compensation, support, site clearance, resettlement to create land fund to attract investment in Vung Ang Economic Zone"; Resolution No. 276 dated April 28, 2021 and Resolution No. 19 dated July 17, 2021 (amending and supplementing Resolution No. 276) "On policies to support shipping lines to open container shipping routes and subjects with goods transported by container through Vung Ang port, Ha Tinh province"... Faced with the fact that the trend of transporting goods by sea is being promoted but Vung Ang Economic Zone still has many limitations in terms of goods sources through the port, warehouse infrastructure and logistics services, the Provincial People's Council issued Resolution No. 276 dated April 28, 2021 and Resolution No. 19 dated July 17, 2021 (amending and supplementing Resolution No. 276). This policy also creates a premise for the development of seaports, maritime transport, post-port logistics services, promoting import and export.
