Project No. 02-DA/TU is a project that demonstrates in a comprehensive, comprehensive, scientific and long-term way the work of researching, compiling and publishing the history of local Party committees and traditional history of sectors in Cao Bang province. For the first time, the work of researching, compiling, propagating and educating the history of the Party and traditional history has been promoted to become one of the priority and key tasks of Party building work in the whole province.

The work of leading, directing and organizing the implementation of the Project has been carried out resolutely, regularly, continuously and systematically with high political determination. The Provincial Steering Committee (SC) for the implementation of Project No. 02-DA/TU was established and regularly improved, with the Standing Deputy Secretary of the Provincial Party Committee as Head of the Committee, and the Head of the Provincial Party Committee's Propaganda and Education Commission (now the Provincial Party Committee's Propaganda and Education Commission) as Standing Deputy Head. In 4 years (2021 - 2025), the Provincial Party Committee, the Provincial Steering Committee, the Provincial Party Committee's Propaganda and Education Commission - the standing agency implementing the Project, issued more than 60 documents; organized many conferences and meetings to direct and deploy the implementation of tasks. Notably, the Provincial Party Committee directed the successful organization of the 2-year review conference on the implementation of Project No. 02-DA/TU in Ha Lang district (July 2023); Conference to deploy the implementation of Project No. 02-DA/TU in 2024 in Ha Quang district and Conference to summarize 4 years of implementing the Project. Organize an online conference across the province to train on research and compilation of local party history and traditional history of sectors for the period 2021 - 2025 at 68 connecting points from the provincial to grassroots levels, with 1,868 delegates attending. Direct the Provincial Party Committee's Propaganda Department to preside over the compilation of a set of documents guiding the research process and compilation of a work on local party history and traditional history of sectors, sectors and organizations for cadres and party members, especially those directly involved in research and compilation, to actively deploy and use. At the same time, step up the inspection and supervision of the implementation of the Party history research and compilation work, combining the work contents of the Provincial Party Committee, the regular monitoring and situation grasping activities of the Propaganda and Mass Mobilization Committees at all levels, through the activities of the Standing Team supporting the implementation of Project 02-DA/TU under the Propaganda and Mass Mobilization Committee of the Provincial Party Committee. The Provincial People's Committee issued documents directing the departments, branches and sectors to coordinate with relevant agencies and units to implement the Plan to implement Project No. 02-DA/TU of the Provincial Party Committee. Thereby, creating unity in the whole province on policies, implementation procedures, decentralization orientation, ensuring funding to organize research, compilation and publication of historical publications to ensure quality and progress according to the roadmap of Project No. 02-DA/TU; timely assess the achievements and limitations through the implementation of Project No. 02-DA/TU, thereby proposing directions, tasks and solutions to continue effective implementation in the following years.
Localities, agencies and units have actively and proactively directed the widespread implementation to cadres, party members and the masses. Some localities and units have included the implementation of the Project in resolutions of the Party Committee, creating favorable conditions for cadre organization, funding and other material facilities for Party history work, considering this as one of the key and regular tasks. Focus on directing the development of plans to organize research and compile Party history and traditional history publications according to the roadmap.
Some agencies, units and localities have proactively established Steering Committees and editorial boards, self-organized the research and compilation of books on party history and industry traditions; in which, the selected members are cadres with qualifications, capacity, enthusiasm, responsibility for the work; fully aware of the meaning, position and role of historical work, and have a deep understanding of the locality, agency and unit. Most sectors and localities have selected consulting units in Hanoi and Thai Nguyen with expertise and experience to sign contracts for research, compilation, printing and publishing; coordinated with consulting units to organize training conferences, provide direct and specific guidance to members of the Steering Committees and Working Groups implementing Project No. 02-DA/TU at district and commune levels. For the commune-level Party history books, the Steering Committee for implementing Project No. 02-DA/TU at the district level (old) organized working sessions, discussed and agreed on the contents, roadmap and implementation methods, clearly indicated the implementation time of each specific unit... creating favorable conditions for the Party Committees of communes, wards and towns to implement; at the same time, actively carried out socialization work, attracting resources to create funding for historical research and compilation in the locality. As a result, from the issuance of the Project to the end of June 2025, the whole province mobilized more than 9.65 billion VND to serve the research and compilation of historical works of the commune-level Party. After compilation and completion of the draft, historical publications were all organized at least 02 draft workshops before being submitted to the Provincial and District Appraisal Councils for appraisal and evaluation according to decentralization. The work of appraising historical publications is basically implemented in accordance with regulations.

Overcoming difficulties in the initial stages of implementing the Project due to the complicated developments of the Covid-19 pandemic in the world, in the country and in the province; from 2023 to the first half of 2025, all levels and sectors have made real efforts, attempts and determination in leadership, direction and organization of implementation, research, compilation and publication of Party history and traditional history of the province have achieved very encouraging results. Up to now, after 4 years of implementing the Project, the whole province has published 168 history books, including 03 provincial books, 04 books on the history of district-level and equivalent party committees, traditional history of sectors, 07 books on traditional history of sectors, 04 books on the history of traditional units under the district party committees, party committees under the Provincial Party Committee and 150 books on the history of commune, ward and town party committees, ensuring that 100% of the commune-level administrative units in the province have party committee history books and completing the goal of eliminating "blank communes" in terms of party committee history. Some districts "reached the finish line" very early compared to the Project's roadmap, such as Ha Lang district, which completed the publication of 100% of commune-level party committee history books from July 2023, nearly 02 years earlier than the Project's roadmap and was the first unit to "reach the finish line" in the province; Nguyen Binh, Ha Quang, Thach An (old) districts... completed 1 year ahead of schedule. Some localities have made great efforts to complete the Project's goals, such as: Trung Khanh, Bao Lac, Quang Hoa (old)...
In addition to the figures showing the outstanding efforts of all levels and sectors; after 4 years of implementing the Project, awareness of the position and role of the work of researching and compiling local party history and traditional history of the sector has been significantly improved. From the point where some Party committees at all levels have not really paid attention to leading and directing the Party history work, through the process of implementing the Project, it shows that the Standing Committee of the Party Committee, the Steering Committee of Project No. 02-DA/TU, especially the heads of Party committees at all levels have determined and focused on directing closely, resolutely and relatively evenly among all localities and units in the province for the work of researching and compiling local party history and traditional history of the sector[1]. The process of implementing the work of researching and compiling Party history and traditional history of localities and units has attracted the participation of many veteran revolutionaries, key cadres, historical witnesses and the People. Historical works, after being published and released, ensure Party character, scientific character, historical character, and are consistent with the history of the entire Party, while clearly demonstrating the characteristics of the locality and unit; are widely received and highly appreciated by cadres, party members and people, making important contributions to propaganda, education, and promotion of revolutionary traditions for generations of cadres, party members, and people of all walks of life; and enhancing people's trust in the Party.
At the same time, the work of propaganda and guidance on the use of books after publication continues to receive attention with many forms suitable to reality: The Provincial Party Committee's Propaganda and Mass Mobilization Department issues documents guiding the use of books and propaganda documents after publication, such as the book "Geography - History of Cao Bang Province"; "Land and People of Cao Bang"; 02 propaganda documents on historical figures Thuc Phan - An Duong Vuong and Nung Tri Cao...; building a database system of e-books and promoting propaganda through social networking sites, the electronic information page of the Department "tuyengiaocaobang.vn"... The Propaganda and Mass Mobilization Departments of districts and city Party Committees (old) orient and guide the Party Committees of communes, wards and towns to organize the Announcement Ceremony and issue documents guiding the propaganda and use of published books, attracting the attention of a large number of cadres, party members and people to participate in learning and researching about books.
Recognizing the positivity and efforts of localities, units, collectives and individuals in the process of organizing and implementing Project 02-DA/TU, at the Conference summarizing 4 years of implementing Project No. 02-DA/TU, the Chairman of the Provincial People's Committee awarded Certificates of Merit to 08 collectives and 07 individuals with outstanding achievements in researching, compiling and publishing local party history publications and traditional industry history for the period 2021 - 2025. Nguyen Binh, Thach An, Ha Quang and Ha Lang districts (old) organized to commend and reward 173 collectives and individuals with outstanding achievements in researching, compiling and publishing local party history publications[2].
It can be affirmed that the achievements that Cao Bang province has achieved in the 4 years of implementing Project No. 02-DA/TU are the great efforts of the Party Committee, the government and the people of all ethnic groups in the province, a vivid proof, clearly demonstrating the tradition of "remembering the source of water when drinking"; at the same time, it is a great driving force and endogenous resources to promote the effective implementation of patriotic emulation movements, socio-economic development, Party building and the local political system./
