As reported by Lao Dong, on August 21, the People's Committee of Gia Lam district ( Hanoi ) held a meeting to discuss the progress of organizing the collection of voters' opinions and submitting to People's Councils at all levels the content of the project to establish Gia Lam district and wards under the district.
By August 18, communes and towns had basically completed the ballots to collect voters' opinions on the project to establish Gia Lam district. In total, 76,449 households and 192,574 voters in 166 areas of Gia Lam district will be asked to give their opinions on this important project.
From now until the date of collecting voters' opinions (August 27), Gia Lam District People's Committee requests specialized departments and offices to continue guiding communes and towns on updating and supplementing records and documents to promptly report to the District People's Committee.
At the same time, strengthen propaganda among the people, grasp the area, ensure security and order during the process of organizing voter consultation, avoid passive and unexpected situations; promptly resolve arising issues related to security, order and social safety (if any).
According to the Gia Lam District People's Committee, the locality has met the criteria to establish a district and its wards. Up to now, the district has completed 31/31 criteria to establish a district, and 16 areas planned to establish wards all meet 10/13 criteria.
Regarding standards, Gia Lam district has ensured that it meets 5/5 standards for establishing a district and 4/4 standards for establishing a ward as prescribed in Articles 7 and 8 of Resolution No. 1211/2016/UBTVQH13 of the National Assembly Standing Committee on standards of administrative units and classification of administrative units.
The establishment of districts and wards will help the socio -economic infrastructure system in the area to be invested synchronously, especially urban infrastructure, transportation, healthcare, education and cultural institutions.
According to the project to establish a district, Gia Lam will have 16 wards based on the arrangement of 22 communes and towns. Of which, some communes will be merged because they do not meet the criteria of natural area (5.5km2 or more) and population (15,000 people or more) to establish wards according to regulations.
The arrangement of administrative units at the commune level is carried out with the following plan: Merge Yen Vien commune with Yen Vien town to form Yen Vien ward; merge Kim Lan commune with Van Duc commune, into Kim Duc ward; merge Dinh Xuyen commune with Duong Ha commune, into Thien Duc ward; merge Phu Dong commune with Trung Mau commune, into Phu Dong ward; merge Kim Son commune with Phu Thi commune, into Phu Son ward; merge Dong Du commune with Bat Trang commune, into Bat Trang ward.
Thus, when becoming a district, Gia Lam will have 16 wards including: Trau Quy, Da Ton, Kieu Ky, Ninh Hiep, Yen Thuong, Co Bi, Dang Xa, Duong Xa, Duong Quang, Le Chi, Yen Vien, Phu Dong, Thien Duc, Phu Son, Bat Trang, Kim Duc.
According to Vice Chairman of Gia Lam District People's Committee Truong Van Hoc, communes and towns need to continue to review, update, and supplement voters to get opinions when there are changes according to regulations; unify the way of doing things to ensure compliance with procedures and regulations.
Gia Lam district leaders also noted the clear assignment of tasks in implementing the project according to the process of collecting voters' opinions; focusing on doing a good job of propaganda and mobilizing the people.
Regarding administrative boundaries, the east of the district borders Thuan Thanh district (Bac Ninh) and Van Lam district (Hung Yen); the west borders Long Bien district, Hoang Mai district and Dong Anh district; the south borders Van Giang district (Hung Yen) and Thanh Tri district; the north borders Tu Son city and Tien Du district, Bac Ninh.
Gia Lam is located at the eastern gateway of Hanoi city, with many key traffic routes passing through such as National Highway 1A connecting Bac Ninh; new National Highway 3 connecting Hanoi, Thai Nguyen; National Highway 5B connecting Hung Yen province and Hai Phong city.
The district has a network of industrial parks such as Phu Thi, Hapro, Ninh Hiep industrial clusters; long-standing traditional craft villages such as Bat Trang ceramics, Kim Lan, Kieu Ky gold-plated, traditional medicine, Ninh Hiep lotus jam. In the area, there are also urban areas such as Dang Xa 1, 2, Vinhome Ocean Park.
