For those involved with local elected bodies, this annual conference has truly become the "Common Home of the People's Council," a place to return to, to share and learn valuable experiences and lessons; through which, they can listen more to the thoughts and aspirations of voters and the people, thereby making timely decisions and contributing to further improving the effectiveness of the People's Council's operations.
Through the conference, voters, the people, and even elected officials at the local level expressed satisfaction with the results achieved by local elected bodies over the past year. Provincial People's Councils nationwide held 357 sessions; during these sessions, local People's Councils issued 6,377 resolutions, including 1,681 normative legal resolutions, to promptly address important and urgent issues, obstacles that needed to be removed, or unforeseen tasks, ensuring the recovery and development of the socio-economic sector .
Voters and the public also highly appreciate the effectiveness of local elected bodies through their oversight activities between sessions of the People's Council, which have yielded very positive results. The questioning, explanation, and thematic oversight activities of the Standing Committee and committees of the People's Council in many localities have been organized with a focus on key areas. As a result, 9,618 out of 13,273 recommendations have been processed, achieving a rate of 72.44%; the number of complaints and denunciations from citizens in 2023 decreased by 2,038 compared to 2022. The People's Council has strengthened its oversight and pursued cases to the end.
These are the "bright spots" demonstrating the continuous innovation efforts of local elected bodies over the past year. These achievements have been accumulated and grown year after year. Right from the Conference summarizing the work of the People's Councils of provinces and centrally-administered cities in 2021 and implementing the work plan for 2022 in the Northern region, evaluating the activities of the People's Councils, National Assembly Chairman Vuong Dinh Hue affirmed: "Through observing the reality as well as through the results of the first conference of the region, we feel a very positive movement, a new wind in the organization and operation of the People's Councils at all levels. There is new determination, new enthusiasm and many new approaches. This is happening quite evenly from centrally-administered cities to large and small provinces, from mountainous and midland areas to the plains."
And that "new breeze" in the organization and operation of People's Councils at all levels continues to be maintained and spread, so that today, the efforts to innovate by the People's Councils have yielded more "sweet fruits" with very impressive figures.
That being said, it doesn't mean that the activities of the People's Councils are without limitations and shortcomings. Besides the achievements, in the past year, the activities of the People's Councils in some areas still had limitations in the quality of their sessions. Furthermore, the compilation and response to opinions and recommendations from voters in some localities were slow. The monitoring and follow-up of recommendations from supervision were mainly carried out through re-supervision activities, lacking decisive and thorough measures to promptly and fully implement the recommendations made after supervision… Voters and the people hope that these limitations will be addressed by the People's Councils at all levels in the near future.
With a high sense of responsibility and a commitment to building increasingly effective local elected bodies, the conference truly became a forum for delegates to voice their opinions. Delegates openly shared what their localities had achieved and what they had yet to achieve, the advantages and the obstacles they faced. Along with that, they proposed solutions to overcome these challenges.
With the successes of this conference, as the "new impetus" from the National Assembly's activities continues to be maintained and spread to the activities of the People's Councils, it will contribute to further improving the effectiveness of local elected bodies; thereby, meeting the aspirations of voters and the people in each policy decision.
