For those who are attached to the local elected bodies, this annual conference has truly become the "Common House of the People's Council", a place to return to, to share, to learn good experiences, valuable lessons; thereby, listening more to the thoughts and aspirations of voters and people, thereby having timely responses, contributing to further improving the effectiveness of the People's Council's operations.
Through the conference, voters, people and local elected officials felt satisfied with the results that local elected bodies have achieved in the past year. Provincial People's Councils across the country held 357 sessions; through which, local People's Councils issued 6,377 resolutions, including 1,681 legal resolutions to promptly resolve important, urgent issues, barriers that need to be removed or unexpected tasks, ensuring economic and social recovery and development.
Voters and people also highly appreciated the effectiveness of the local elected bodies through the monitoring activities between the two sessions of the People's Council, which achieved very positive results. The activities of questioning, explaining, and thematic monitoring of the Standing Committee and People's Council committees in many localities were organized with focus and key points. Thereby, 9,618/13,273 petitions were processed, reaching a rate of 72.44%; the number of complaints and denunciations of citizens in 2023 decreased by 2,038 compared to 2022. The People's Council has strengthened supervision to pursue the cases to the end.
These are "bright spots" demonstrating the continuous innovation efforts of local elected bodies over the past year. These achievements have been accumulated and grown over the years. Right from the Conference summarizing the work of the People's Councils of provinces and centrally run cities in 2021 and deploying the 2022 work plan in the Northern region, assessing the activities of the People's Councils, National Assembly Chairman Vuong Dinh Hue affirmed: "Through monitoring the reality as well as through the results of the first conference of the region, we feel very positive movements, a new breeze in the organization and operation of People's Councils at all levels. There is new determination, new spirit and many new ways of doing things. This is happening quite evenly from centrally run cities to large and small provinces from mountainous, midland to plain areas".
And that "new wind" in the organization and operation of People's Councils at all levels continues to be maintained and spread, so that up to now, the innovation efforts of People's Councils have borne "sweet fruit" with very impressive numbers.
That does not mean that there are no limitations and shortcomings in the activities of the People's Council. In addition to the achievements, in the past year, the activities of the People's Council in some places still had limitations in the quality of the sessions. In addition, the synthesis and response to voters' opinions and recommendations in some localities were slow. The monitoring and urging of the implementation of recommendations through supervision were mainly carried out through re-supervision activities, and there were no resolute and thorough measures to promptly and fully implement the contents of recommendations after supervision... Voters and people hope that these limitations will soon be overcome by People's Councils at all levels in the coming time.
With a high sense of responsibility, in the spirit of building an increasingly effective local elected body, the conference truly became a forum for delegates to speak up for those involved. Delegates openly shared what their locality had done, what it had not done, the advantages and also the difficulties. Along with that, there were recommendations for solutions to overcome them.
With the success of this conference, when the "new breeze" from the activities of the National Assembly continues to be maintained and spread in the activities of the People's Council, it will contribute to further improving the effectiveness of the activities of local elected bodies; thereby, it will meet the aspirations of voters and people in each decision.
