Implement the motto "Prevention is key"
Immediately after learning that storm No. 3 could cause heavy rain, strong winds and flooding in Ninh Binh province, the Board of Directors of Trang An Eco-tourism Area held an emergency meeting to discuss and deploy plans to prevent and respond to the storm.
The representative of this tourist area said: Thoroughly implementing the motto "natural disaster prevention is the main thing", with a proactive, flexible and creative spirit, the unit has built specific plans and strategies, close to the actual situation and circumstances.
Accordingly, on the morning of July 20, the Management Board of the Tourist Area checked and counted all infrastructure, boats, sunshades, signs, life jackets, etc. The tourist area mobilized 100% of the Environmental Sanitation Team to trim trees and move flower pots and decorative miniatures to sheltered areas. At the same time, the roofs of temples, communal houses, pagodas, windows, doors and drainage systems were checked and maintained to ensure they were able to withstand strong winds and heavy rains, and all preparations were completed before 3:00 p.m. on July 21, 2025.
In addition, the resort regularly informs staff about the movement of storm No. 3 on the internal loudspeaker system and the Zalo management group so that everyone can be proactive. By the morning of July 21, the resort announced a temporary suspension of receiving guests to ensure the safety of life and property before storm No. 3 makes landfall.
With the motto of proactive prevention and control from the very first hours, at Tam Coc-Bich Dong Tourist Area, the waiting room and wharf system has also been reinforced with many sandbags and anchor ropes. More than 1,400 boats have been inspected, maintained, and are ready to anchor to a safe place when notified. The unit has fully prepared a system of supplies such as motorboats, life jackets, flashlights, ropes, generators, etc.
Ms. Nguyen Thi Bich Ngoc, Communications Manager of the Tourist Area, said: “We have assigned staff to take turns checking each item, and continuously updating forecast information to have a thoughtful and safe plan to welcome guests.”
The tourist area also proactively organizes tree pruning, dredging the flow of the canal system and drainage in the area to prevent flooding; arranges a hotline number for medical support.
Comrade Nguyen Van Long, Chairman of Hai Thinh Commune People's Committee (formerly Hai Hau District, Nam Dinh Province) said: Hai Thinh Commune currently has 7km of sea dyke, more than 10km of Ninh Co River dyke, so the locality pays special attention to natural disaster prevention, considering this a top priority task. Currently, the locality has about 20 coastal accommodation service businesses. Up to now, the commune has organized widespread propaganda to all people, especially business households, to prepare materials to tie down, reinforce houses, and move assets when water overflows; organize the movement of boats and canoes to safe locations. At the same time, it has stopped receiving guests to ensure safety before the storm.
To minimize the damage caused by storm No. 3, the locality has reviewed and inspected the entire river and sea dike system and implemented the "4 on-site" motto (on-site command, on-site forces, on-site supplies and means, on-site logistics), avoiding being caught off guard.
Ensure absolute safety for visitors
According to records, tourism units in the province have proactively prepared plans to respond to the impact of typhoon Wipha to ensure the safety of tourists and people as well as minimize damage to property and infrastructure. Along with on-site response work, tourism companies have also proactively announced and adjusted outdoor tour programs. Many businesses have shifted to visiting museums and traditional craft villages instead of organizing mountain climbing and cave exploration tours.
To proactively respond to storm No. 3 and ensure the safety of tourists and residents, the Ninh Binh Provincial Department of Tourism has issued an official dispatch requesting tourist areas and spots to proactively develop disaster prevention plans to ensure the safety of tourists and workers.
Specifically, tourist areas and destinations proactively deploy plans to prevent storms and floods promptly and effectively, prioritizing the safety of tourists and absolutely not being subjective. When the weather is bad, immediately stop sightseeing activities and promptly notify tourists, travel agencies and authorities.
Arrange rescue forces and equipment at key locations; install adequate signs and warnings of danger. Organize training in first aid and emergency handling skills for employees and coordinate closely with authorities in all situations.
Hotels, tourist restaurants, and other service establishments must proactively monitor weather conditions, develop and implement appropriate storm prevention plans. Establishments must check and reinforce infrastructure, ensure safety for visitors and staff; prepare necessities, and arrange staff to be on duty 24/7 during the storm. At the same time, it is necessary to promptly inform guests about weather conditions, provide instructions on safety measures, publicize contact phone numbers, and closely coordinate with local authorities to handle incidents when necessary.
The provincial Department of Tourism requests the People's Committees of communes and wards to coordinate with tourist areas, destinations, and accommodation establishments to deploy storm prevention plans to ensure safety for tourists. Monitor the weather, promptly direct the suspension of tourism activities when necessary. Support propaganda, safety inspections, and prepare forces to coordinate rescue and handle incidents caused by storms and floods.
With careful preparation of human resources, vehicles, materials and contingency plans, and close direction from local authorities, Ninh Binh tourist areas and destinations are focusing on responding to storm Wipha. This not only helps protect lives, infrastructure and property but also strengthens the image of Ninh Binh as a safe, professional and attractive destination on the Vietnamese and international tourism map.
