Ninh Binh proactively responds to storm RAGASA

According to the National Center for Hydro-Meteorological Forecasting, at 1:00 p.m. on September 21, the center of storm RAGASA was at about 18.5 degrees North latitude; 126.2 degrees East longitude, about 430km east of Luzon Island (Philippines). The strongest wind near the center of the storm is level 14-15 (150-183km/h), gusting over level 17. The storm is moving in the West-Northwest direction at a speed of about 15-20km/h and is likely to strengthen, directly affecting Ninh Binh province.

To proactively prevent and limit damage caused by storm RAGASA, the People's Committee of Ninh Binh province requested the People's Committees of communes and wards, according to their functions and tasks, to closely monitor the storm's developments, and implement plans to be ready to respond, rescue, and search and rescue when situations arise according to the motto "4 on-site".

Deploy forces to inspect, review, and prepare evacuation plans in residential areas along rivers, streams, low-lying areas, estuaries, coastal areas, mountainous areas at risk of landslides, weak houses, old apartment buildings in urban areas, ensuring absolute safety of life, limiting damage to State and people's property when natural disasters occur; direct and guide the implementation of measures to reinforce houses, trim trees, protect warehouses, public works, infrastructure, protect production, especially agricultural and aquatic production, and limit damage caused by storms.

The Department of Agriculture and Environment directs units to be proactive in ensuring the safety of dykes, irrigation dams, and protecting agricultural production; coordinate with the Border Guard Command to strictly manage vehicles going out to sea; organize counting and promptly notify owners of vehicles and captains of ships and boats operating at sea to proactively anchor and take shelter safely; guide people to urgently harvest rice, crops, and aquaculture areas that are about to be harvested; reinforce barns and move livestock to safe places.

Provincial departments, branches, sectors and units review plans to mobilize forces and means, be ready to deploy response, rescue and handle situations when required; reserve medicine and medical supplies, and have emergency forces ready when situations arise; be ready to arrange forces, supplies and means to overcome traffic incidents, ensuring smooth traffic routes; increase timely reporting of storm developments to people so that they can proactively prevent; coordinate with specialized agencies to guide people on skills to prevent, respond and minimize damage.
