On September 20, at the Government headquarters, Prime Minister Pham Minh Chinh , Chairman of the Red River Delta Coordination Council, chaired the Council's 6th meeting.
This is the first conference of the council after localities in the region completed the merger of provincial-level administrative units according to the National Assembly 's Resolution and implemented the two-level local government model from July 1, 2025.

In his opening speech, the Prime Minister stated that the Red River Delta region plays a very important role; after the merger, the region includes 6 localities: Hanoi City, Hai Phong City, Quang Ninh, Hung Yen, Bac Ninh, Ninh Binh provinces, all of which are economic locomotives and growth poles of the region and the country.
The GRDP growth rate of the entire region in the first 6 months of the year reached 9.32%, leading all socio-economic regions in the country; of which, 4/6 localities achieved double-digit growth rates or higher, Hai Phong ranked 2nd in the country with 11.2%, Quang Ninh ranked 3rd in the country with 11.03%, Bac Ninh and Ninh Binh reached 10.47% and 10.82% respectively.
According to the Prime Minister, this continues to be an advantage for localities to join forces to promote the potential and strengths of the Red River Delta region as a locomotive and pioneer in implementing the nation's strategic tasks, leading the whole country to develop more strongly.
The Prime Minister emphasized the need to continue to innovate thinking, act more decisively, look far and wide, think deeply and act big, dare to think and act, be proactive and creative, "locally do, locally decide, locally take responsibility"; promote "heavenly time, geographical advantage, and harmony", effectively exploit the unique potential, outstanding opportunities, and competitive advantages of regions and localities.
In particular, the Prime Minister raised the issue of continuing to exploit and effectively use resources, including human resources, natural resources, including land, heroic and rich cultural and historical traditions, with Hanoi, a thousand-year-old culture, the capital of conscience and human dignity, a city for peace, many world heritages such as Ha Long Bay, Thang Long Imperial Citadel, Trang An scenic complex, Yen Tu - Vinh Nghiem - Con Son relic and scenic complex, Kiep Bac...
The Prime Minister proposed to clearly discuss what needs to be done to promote growth drivers of localities and regions, in order to achieve the target of double-digit growth, fast but sustainable growth; fundamental solutions to address bottlenecks, limitations, difficulties and challenges; synchronous, unified and smooth operation of two-level local government; solutions to strengthen regional, national and international linkages; solutions to speed up the progress of key infrastructure projects, solve housing problems through increasing supply and developing social housing; ensure progress, fairness and social security, and solve problems related to air pollution, wastewater and waste.
The Prime Minister emphasized the determination to turn the Red River Delta into one of the most important driving forces of the country, together with the Southeast region, creating momentum and inspiration for other regions, contributing to promoting rapid and sustainable growth of the country.
According to reports at the conference, in the first months of 2025, the Red River Delta region continued to affirm its leading position in the country in many fields.
In the first 8 months of 2025, the total newly registered FDI capital reached 5.4 billion USD, accounting for 49.2% of the total registered capital of the country. The region has the highest total state budget revenue among economic regions, reaching over 814,600 billion VND in the first 8 months of 2025 (accounting for 46.8% of the total revenue of the country).
The region's export turnover reached 129.3 billion USD, accounting for about 32.5% of the country's export turnover.
The region's disbursement rate reached 53.6% of the assigned plan, higher than the national average (about 46.3%).
In the first 8 months of 2025, the number of newly established enterprises was nearly 42,800, accounting for 33.3% of the country, with registered capital of 512.6 trillion VND, accounting for 40.8% of the total capital of the country.
