In order to join hands to overcome the EC’s “yellow card” warning for Vietnam’s fisheries industry, Ninh Binh actively directed agencies and units to effectively carry out the task of combating illegal, unreported and unregulated (IUU) fishing; strictly control the activities of fishing vessels at sea, and prevent violations from occurring.
Ninh Binh has over 18km of coastline. In recent times, the province has focused on effectively leading and directing the fight against illegal, unreported, and unregulated fishing and implementing solutions to overcome the EC's recommendations, quickly rectifying activities at sea. In particular, strengthening propaganda and mobilization to raise awareness of households about regulations when going to sea. At the same time, strengthening inspection and strict control of fishing vessels and workers participating in fishing activities according to the law before leaving ports, river mouths, and inlets.
From free fishing and operating without a zone, now with training and guidance from the government and specialized agencies, fishing vessel owners in Ninh Binh province seriously implement regulations in fishing such as: hanging the national flag, painting according to the structure of the vessel, fishing in the sea according to regulations and complying with legal procedures with the Border Guard force.
According to the representative of the Department of Agriculture and Rural Development of Ninh Binh province, there are currently 67 fishing vessels operating in Ninh Binh province. 100% of fishing vessels have been granted registration certificates and fishing licenses. Fishing vessel marking has been completed according to regulations; no fishing vessels have violated regulations on areas and zones prohibited from fishing... There are 8 offshore fishing vessels installed with journey monitoring devices.
"The Department of Agriculture and Rural Development of Ninh Binh province has also implemented support for charter fees for vessels operating according to regulations. Ninh Binh province's efforts in enforcing fisheries laws and building responsible fisheries demonstrate its determination to remove the EC's yellow card," said a representative of the Department of Agriculture and Rural Development of Ninh Binh province.
In addition to propagating and guiding fishermen on legal regulations in fishing activities, not only have the functional forces actively promoted patrolling, monitoring and handling of violations, but the Department of Agriculture and Rural Development has also regularly coordinated with the Ninh Binh Provincial Border Guard Command to patrol and control fishing activities at sea. Focus on strictly managing activities in the sea border area and sea areas to promptly detect and handle, effectively resolve situations and incidents in accordance with policies, measures and laws.
Through specific and practical actions, Ninh Binh province has been making efforts to raise people's awareness of the rational exploitation of seafood resources, ensuring sustainable development; at the same time, raising awareness of the Fisheries Law, preventing and ending illegal, unreported and unregulated fishing to contribute to removing the EC's "Yellow Card".
