Pursuant to Official Dispatch No. 825/CD-TTg dated September 15, 2023 of the Prime Minister implementing the direction of General Secretary Nguyen Phu Trong on strengthening fire prevention and fighting, the Chairman of the Provincial People's Committee requests:
1. Heads of departments, branches, sectors, mass organizations, Chairmen of People's Committees of districts and cities continue to focus on seriously implementing, directing resolutely and effectively the documents of the Secretariat, the National Assembly , the Government, the Prime Minister, the Provincial People's Committee on fire prevention, fighting and rescue, especially Directive No. 47-CT/TW dated June 25, 2015 and Conclusion No. 02-KL/TW dated May 18, 2021 of the Secretariat, Resolution No. 99/2019/QH14 dated November 27, 2019 of the National Assembly , Directive No. 01/CT-TTg dated January 3, 2023 of the Prime Minister and Document No. 492/UBND-VP7 dated September 14, 2023 of the Provincial People's Committee.
The implementation must specify the responsibilities of units, organizations and individuals; regularly inspect, monitor, urge and evaluate the results to consider the responsibilities of units, organizations and individuals who do not seriously implement; each cadre, civil servant and party member must take the lead in implementing regulations on fire prevention and fighting; seriously review the responsibilities of collectives and individuals involved in the lack of responsibility that leads to fires and explosions causing serious damage to people and property in the area and field under their responsibility.
Periodically, before the 25th of each month, report the implementation results to the Provincial People's Committee (through the Provincial Police).
2. Provincial Police
- Preside over and coordinate with agencies, units and localities to continue to proactively advise the Provincial People's Committee to direct and implement solutions to enhance the effectiveness and efficiency of fire prevention, fighting and rescue work in the province. Inspect and evaluate the results of the implementation of the direction of the Provincial People's Council and the Provincial People's Committee on fire prevention, fighting and rescue for departments, branches and localities; report the results to the Provincial People's Committee before November 15, 2023.
Guide, monitor and urge agencies, units and localities to strictly implement the reporting regime on fire prevention, fighting and rescue work; synthesize, inform and report on units that send reports late, late or do not send reports.
- Preside over and coordinate with relevant departments, branches, agencies, units and localities to organize a general inspection of multi-apartment houses, rental service establishments with high population density, houses combined with production and business with high risk of fire and explosion in the province; establish an interdisciplinary inspection team (including representatives of the Provincial Police, Department of Construction, Department of Industry and Trade, Ninh Binh Electricity Company Limited and related units) to inspect and assess the current status and situation of fire prevention and fighting in multi-apartment houses, rental service establishments with high population density, houses combined with production and business with high risk of fire and explosion; on that basis, propose solutions to limit the occurrence of fires and explosions and minimize damage and consequences caused by fires and explosions.
Deadline for completion and reporting of results to the Provincial People's Committee before October 31, 2023.
- Organize fire prevention and fighting drills for all multi-apartment houses and high-density rental service establishments. The drill must involve at least 1 person from each household living in the multi-apartment house/each rental room in the high-density rental service establishment. The deadline for completion is December 31, 2023.
- Guide, monitor, inspect and urge agencies, units and localities to seriously and effectively implement this Document. Praise and reward those who have done well, criticize, review and publicly announce those who have not done well; handle responsibilities for organizations and individuals who are irresponsible in implementation leading to serious consequences.
Strictly implement the reporting regime on implementation results to the Ministry of Public Security and the Provincial People's Committee according to regulations.
3. The Department of Construction and the People's Committees of districts and cities shall rectify construction management activities related to fire prevention, fire fighting, rescue, especially licensing, inspection, examination, and compliance with construction laws; assign specific responsibilities to each unit, organization, and individual in licensing and construction order management; strictly handle cases of illegal construction.
4. The Department of Education and Training, the Department of Health, Hoa Lu University, and the People's Committees of districts and cities shall implement the organization of teaching fire prevention, fire fighting and escape skills for students.
5. The Department of Industry and Trade and Ninh Binh Electricity Company Limited coordinate with relevant agencies and units to direct the review and detection of constructions, facilities, and households that do not ensure safety in electricity use to guide and advise people to ensure fire prevention and fighting safety; strengthen inspection and handling of violations in electricity use.
6. The Department of Information and Communications shall increase propaganda and guidance on fire prevention, fire fighting, and escape skills for agencies, units, localities, and people in the event of fire or explosion on mass media. The content of propaganda and guidance must be specific, concise, easy to understand, easy to remember, easy to implement, and aimed at appropriate target groups.
7. The Department of Planning and Investment studies and proposes to increase investment resources for fire prevention and fighting, support the purchase of equipment for fire prevention, fighting, and rescue to meet the actual situation in the locality.
8. Provincial Radio and Television Station and Ninh Binh Newspaper increase the amount of time, news articles, and reports, and spend time in time slots with many viewers to propagate and advise people about knowledge and skills in fire and explosion prevention and escape, especially at facilities with high potential for fire and explosion, and facilities with large crowds.
9. Propose that the Provincial Vietnam Fatherland Front Committee and its member organizations actively join hands to propagate and mobilize people to strengthen fire prevention and fighting safety, first of all among members, members and families. 10. People's Committees of districts and cities
- Direct the organization of a general review and inspection of fire prevention and fighting safety at multi-apartment houses, rental service establishments with high population density, houses combined with production and business with fire and explosion risks; have solutions to limit the occurrence of fire and explosion and minimize damage and consequences caused by fire and explosion. Direct the rectification of state management of fire prevention and fighting at district and commune levels, review and strictly handle collectives and individuals who commit violations.
- Increase investment resources for fire prevention and fighting, support the purchase of equipment for fire prevention, fighting and rescue to meet the actual situation in the locality.
The Chairman of the Provincial People's Committee called on each person and each family to raise awareness of fire prevention and fighting, put the safety of their lives and health first and foremost, and identify fire prevention and fighting as protecting the safety of themselves, their loved ones, and the whole society./.
